the issues identified and root cause and solutions suggested are correct. however i would like to add under root cause - we have been ignoring the natural slopes thus causing increase in expenditure in drainage system. as citizen we do appreciate that use of polythene causes choking of drainage but continue to use. the main reason is the economy and ease to use. hence bio-degradable polythene can be used. it can be made mandatory for all multi-storied new complexes to install rain harvesting system and time bound program for all constructed complexes to install rain water harvesting. this will lead to rise of water table and reduce load to drainage system. more  

Root cause of water logging is rampant corruption in municipalities and also lack of work culture. There is no accountability on municipal officials. Political parties have been treating employees associated with cleaning of roads, drainage etc. as vote bank. Unless all political parties join hands to tackle the problem administratively, nothing can be done. Alternatively, job should be handed over to private agencies. Even today, most of jobs relating to cleaning of nullahs, drainage etc. is being done by people on contract basis. It costs municipalities much higher. more  

AN EFFECTIVE DRAINAGE SYSTEM require best design experienced designers - civil engineers ?? education of the user motivated constructors regular supervision and approvers on daily basis high penalties to cover up cost of implementation Today we do not have the above. Lets start by ensuring effective drainage system in the new capital of andhra !! more  

Sending suggestions to municipalities is like beating the drums for deaf ears.I feel their name should be changed from municipalities to Pet -Palika where salary plus corruption prevails. For water logging the central should have a planning for mandatory rain harvesting specially for the multi story complexes and this water can be used at least for washing ,toilet flushing ,gardening etc.. more
