AGGRICUTURAL ZONES IN INDIA

I have been thinking that every year India depends on rains and good harvest to fight inflation, scarcity and drought. Good rains and we forget about the miseries. I think the problem lies in rapid urbanization without planning and thus eating away fertile land in the process.The solution lies in following steps.
1) Divide the country into agricultural zones depending upon most rained areas. e.g. where normally rains do not fail.Last 20 years data can be good enough.
2) Create adequate storage system based on expected produce.
3) Create water storage tanks to harvest the water after rains and connect them with good canal systems.
3) Stop rapid urbanization in these zones and stop use of fertile land.
4) Encourage multicropping in these zones depending upon food habits of areas covered by these zones.The purpose is to cut short supply delays.
5) Connect these Zones with rest of country by special wide roads and rails to rapidly move the produce to the nearest distribution network.
6) The urbanization can take place on lands which are not fertile and are barren.Thus putting them to good use.

Its not about making plans on paper. Results can only be achieved if they are implemented with 100% dedication and ruthlessly dealing with offenders whenever there is a breach of law more  
1) this is already done. Please check relevant government websites 2) this is already in place. What do you think FCI does? 3) Loads of them are already there. Check out govt websites 3) What if owners of fertile lands themselves want to sell? See what is happening in Noida/Gurgaon 4) Multi-cropping depends upon fertility and replenishment of soil. It comes at a cost. Also needs lot of training to farmers. Govt is just running radio programs and call centers, are farmers listening to these? 5) As of today there is already HUGE backlog in NHAI work. Newly commissioned roads will take YEARS to come up. Look at plight of all proposed expressways around Delhi 6) Infertile, barren land will be very costly to upkeep as most likely it will be hot with no ground water. This would only mean more cost for providing water and electricity But good thoughts... let us keep discussing more

A top-down approach is the bane of policy-making, I feel. While the suggestion may merit consideration from the outside, to succeed as intended policy initiatives should idenitfy and involve local change agents from conception to implementation to monitoring ... through the entire loop that good management practices would adopt. Non-consideration of local interests would result in policy paralysis as local agents can passively resist policies they feel is not what they need. more
