The circle rate or ready reckoner rate to be fixed every year it should be 1.5 to 2 times of previous years highest transaction rate e.g is in 2017 a flat is sold in ANdheri WEST @ 20000 Rs per sq ft as per registered deed , in 2018 the rate for same flat should be fixed at @ 25000 to 30000 RS PER SQ FT. It is happening, at least in our state but I afraid it will be helpful in any way in reducing instances of corruption but it increases the registration fee and stamp duty substantially. Moreover, fixing a price by any agency does not mean that all physical transactions will take place at the stipulated rates. In reality, the market price of the properties used to be much less than what is stipulated and such rates are used only for the purpose of registration thus increasing the revenues for the government. more

Make every transaction digital and transparent to be cleared time bound. Rejection shall be with reason and proof to be uploaded by officer. Rotate officers on duty digitally swapping their duties among others to minimize scope for delay and corrupt practices. Approve local NGO 's to handle corruption. Central anti corruption board/force has very weak arms spread across the country. To begin with RTO jobs, Excise departments, Licensing should be made Online. more
