Anti Corruption Regime and Improved Functioning of Delhi Govt

Functioning of Delhi Government Offices or MCD/NDMC offices

First we have to set some rules to function our Delhi Govt. or MCD/NDMC employees. There should be drop boxes at every departments of Delhi Govt. or MCD/NDMC.

Computerize all departments centrally. Every applicant should be allotted a registration number or we can say REQUEST NUMBER if it is a walk-in applicant.

Delhi govt. offices or MCD/NDMC should accept any request online and allot a REQUEST NUMBER to that applicant. The applicant has to visit that department/office and fill an application from mentioning same REQUEST NUMBER and applicant has to drop all required documents along with application form at drop boxes at Delhi govt. offices or MCD/NDMC offices.

This process of document submission should be done within 3 working days else the REQUEST NUMBER generated online will stand cancel.

Every applicant has to submit Rs 10 as processing charges against that REQUEST NUMBER. It can be submitted in a form of postal stamp of Rs 10.

Making status of REQUEST NUMBER online and displaying date of completion(it will be same as allotted in Request Number Receipt.

Penalization/Reward Rules

We have to set some rules for penalty and rewards of employees of Delhi govt. offices or MCD/NDMC offices.

In Penalization/Reward Rules a penalty of Rs100/- for non-performance should be deducted from that zonal office of MCD/NDMC and a red mark should be ticked on service record of that MCD/NDMC official. This should be for every non-performance.

Note:
1) 3 days should be for counter deliver at MCD/NDMC office and 7 days for delivery requested from Courier.
2) The certificate charges should be Rs 10/- (and all amount collected month wise should be distributed into the department officials only)
EXAMPLE: If 20 employees are working in one department and that department have received 50000 work request 50000*10 = 500000 employee of the department 20 then 500000/20= Rs 25000 per employee as quarterly incentive.
3) Incentive should be given on quarterly basis.


Govt. Employee are coming late or leaving office early.

We can introduce biometric system in all the offices to mark present/absent of the employee. An employee has to punch thumb impression at the time of coming and leaving office daily. So, we can calculate his working HRs in the office weekly. If working HRs are less than total working HRs per week than he has to compensate lapsed working HRs on Saturday of that week otherwise his service records will be marked as Red. If there are 1 red marks per quarter then he will receive 50% of his incentive earned. If there are 2 red marks per quarter then he will not receive incentive for work done in that quarter and his promotion can be delayed for next 5yrs or 10yrs. more

The Govt initiated complain numbers and websites are not monitored properly. Even the PM's website for giving suggestions to PMO sends you a acknowledgement after 4 months of receipt of mail. If they acknowledge after this much of time, I dont see a possibility of working on it for next five years. Many a times the websites do not function. Even the Ministry of Health website for inviting suggestions people is not working for past 3 weeks and no body in health ministry is responsible for it. The last date for the suggestion and feedback is 28 February. more

The above proposals are very good & should be implemented. But repeated red marks must be punished with deduction from salary and not merely denial of promotion. more
