Are some manufacturers like US Polo, Van heusen fooling consumers
Are they offering a lower mrp in retail stores and for the same product a higher mrp on ecommerce site. They are doing that so ecomm sites and their sellers can show a sizable discount.

Since a provision in the respective laws has been made allowing dual pricing, there are possibilities that the prices quoted by the eCommerce companies are higher than the prices being quoted by the retailers. Therefore, have a comparison of prices to ensure that the discounts being offered by the eCommerce sites are genuine prior to placing an order. more

it's a marketing strategy. Online players ask companies to show higher MRPs on some products. However most of the products have same MRP online as well as offline. Reputed e comm sites such as Amazon and Flipkart have small number of products where there is a differential pricing otherwise most of them has same pricing offline. on a personal experience level i know some shops for particular items such as toys that offer best discount in my area but by far nobody matches the online net price for most of the items. more

Yes. Many products do have different MRPs. Ex. MRP in flights is more with a label stating that it is specially packed for the airline. Hotels charge more than MRP and I don't think that law allows it. There is a need for clarity from weights and measures dept to general public. more
