As is the case for most matterts,the entry of unauthorized persons to Railway stations is also the question of implementation. Beggers etc can be very easily identified and driven out or arrested. Unscrupulous implementation of law with an intent to collect bribe is a bigger problem in India than the presence of beggars etc. on the platform. For example, a family of two adults and two small children are travelling together. Naturally, the husband keeps all the tickets. Suddenly the small baby needs milk, and the husband leaves the platform to bring milk. In the meantime, the Railway Inspector comes and starts checking platform tickets or travel tickets of people on the platform. The wife does not have her tickets in her possession. By law, she gets booted out of the platform with all her luggage, or forced to give bribe. If she doesn't give the bribe, she will miss the train. more
