Ashutosh in Odd/even car policy
I have read your message with interest. I appreciate your aspersion on Delhites that they complain against things and when some action is taken they tend to back out.
It is true that Delhi is the worst affected by the pollution. Who is responsible for this - public or the Government? Now the AAP Party Government has taken a jerky decision in too much haste perhaps because of the rebuke by the Judiciary. The decision has the support of the Chief Justice. So I would like to accept that it has some merit. But let us consider the followings:
1. Delhi is not fully and well connected with Metro service. Bus Service is much less than desirable. Both the Metro Trains and the buses run over crowded during the peak hours.
2. All Delhites are not rich enough to buy two vehicles - one with odd and the other one with even number. I think you would also not like that the people buy two vehicles with odd and even numbers, as the purpose would be defeated.
3. You have given enough time neither to the Administration and nor to the Public to prepare.
4. If I have to go to the Office I will have to resort to the Public Transport/Metro or the taxi/autos. It is a known fact that the taxi/auto would not hesitate to fleece/ overcharge. May only take the commuters to the routes of their choice.
5. AAP Government has been very kind to the auto drivers particularly, it being its main constituency. You have taken them out of the Delhi Police Supervision and control, and now no rules apply to them. The public, particularly car owners with a single car, is left hapless- it does not matter to the Government.
I acknowledge that this rule is applied in many countries, but their Public Transport is very good. More over the people in such countries are comparatively better off, to buy and own two vehicles. China is an entirely different country- with different political set up and better facilities. India/ Delhi is no comparison with China.
Though the Pollution Under Control certificate is mandatory on quarterly basis, but there is hardly any checking The booths are placed in certain Petrol Pump Station in such a way that it becomes to stop and park the car for The vehicles ply without any such verification/ certification, may be polluting the environment.
Permit to say that your Government needs to evolve some better and adopt time tested methods to decongest the particular areas., Not allow the diesel vehicles in Delhi- as they pollute more. The earlier Central Government did not bother to take any effective steps to control pollution, in spite of repeated press reports that the children were badly affected and had developed Asthma and other respiratory disorders.
Delhi is surrounded by U.P., Haryana and Rajasthan and Punjab. These States do not appear to be sensitive to the environment. So Delhi has to suffer.
Anyway, I wish the step taken by the AAP government prove to be successful and may be introduced for longer time as per the demands of the environment. more
