Auto De-registration of 15 yr old vehicles

Fail to understand this auto de-rgisteration of private vehicles that Delhi Govt is talking about. Ok if diesel vehicle of comm type is a problem or even private vehicle, why are you simply banning private petrol vehicle. How will people afford cars again/again. And essentially you are encouraging people to use their car more once they buy it because of one drives 2000 kms a year, a 8 lakh car is worth zero in 15 years and has only 30000 kms. Kind'a stupid.

NEW DELHI: If road transport ministry has its way, then there will be a system in place to rid traffic of all unfit vehicles including private cars 15 years after registration. The ministry has proposed "automatic de-registration" of all vehicles after this period.
In its road map proposal to reform the transport sector, the ministry has said, "These vehicles would require to be re-registered or scrapped." This means states will have to frame their own norms and they would have greater liberty.
At present, private vehicles once registered can ply as long as the owner wants after paying a lifetime one-time tax. Therefore one often finds rickety and polluting vehicles on roads, which pose potential risk for other road users. The only procedure private owners need is to get a renewed fitness certificate after 15 years of registration to run the vehicle.
In the case of commercial vehicles, getting fitness certificate renewed is mandatory every year for all vehicles that are over two years old.

"De-registration after 15 years and re-registration is a more democratic provision than mandatory culling of old vehicles. Negative taxation such as paying taxes again after 15 years would discourage people to keep an old vehicle. But in totality, government must have a stringent fitness and pollution check regime to take unfit vehicles off our roads irrespective of their age," said S P Singh of IFTRT, a Delhi-based think tank on transport issues.

A transport ministry official said since states have the mandate to deal with these issues, they have left it to them. Already the ministry is carrying out a study for preparing a policy for voluntary vehicle scrap scheme.

There are many people in India who can somehow manage to buy a car in their lifetime. They care for their car and maintain it in such a way that many vehicle are not kept after 5 years' use.

Though earlier the ministry had announced putting a mandatory scrapping policy in place on priority with provision for incentives for owners, various consumer pressure groups have opposed any such norm. They have submitted that fitness of vehicles and not their age should be the criteria.
A state transport department official said automatic de-registration of old vehicles and the option of their re-registration will also help detect if these were involved in offences or criminal activity. At present, vehicles used in serious crimes ply on roads with impunity. more

And re-registration should be permitted and enabled.It is unfair to make everybody who cannot afford to,sell their cars. more  
The answer is simple, there should be mandatory regular road fitness test every 6 months to be conducted with strict norms. Anyone failing or caught without this should have their car impounded. I have a diesel car as well which is now only 10 year life. But I service it and check pollution religiously. There is no way this is a polluting vehicle so it is very unfair to people who have bought cars with hard earned money to suffer because of decision made without thought more  
There is a lack of understanding about the pollution due to vehicles. As a matter of fact every fossil fuel, including CNG, is polluting. It is not the car or any other vehicle which is polluting, but the Engine which is used in start and run mode in city drives. There are 2 options as follows:-- 1. Change the Engine 2. Add an electric motor propulsion system; and use the engine at lower RPM (about 1500/1800 RPM) only for AC system and battery charging. In modern driving in city, AC system is a must. It is not rue that at present, private vehicles once registered can ply as long as the owner wants after paying a lifetime one-time tax. Please check RC of your vehicle. It will have an expiry date of 15 years from date of registration. This implies that registration needs to be renewed after 15 years. more  
This idea of deregistering 15 year old vehicles is just one more way that citizens are being fooled by the government, industry and media ( in the same order). When an old vehicle is discarded it will pollute the environment as it contains a whole lot of pollutants which cannot be recycled in India. Further you require precious resources to create a new vehicle, not to mention teh pollution caused in mining for the extra metals and the manufacturing process. In turn will cause overall greater pollution and cause scarcity of resources. The only solution to pollution is lifecycle extension. i.e. do not allow good usable items to be discarded, to prevent consumption of resources and the consequent rise in demand. more
