Ban on local liquor-rehabilitate toddy tappers
Traditionally the communities indulging in toddy tapping,Palm tapping,liquor brewing are Gouds,,Kallu Geetha ,Eediga.They for generations have eked their livelihood by learning the difficult skill of climbing the tall Palm, date trees and recovering the juices and selling them by hauling to markets known as toddy compounds / Kallu compounds .They are totally dependent on this trade.Though the new generations may be educated and employed but still they go for this lucrative business as there is good money .The dangers of fatal fall,sickness ,and lack of other skills do not deter them from stopping this profession.
Added to this new breed of money makers are brewing illicitly alcohol using sugar based sediments from cane sugar,jaggery industry and adding a lot of prohibited chemicals including anti depressants to generate the Kick.These drinks are cheap and available in small polythene packets and are made available along with toddy and Kallu.
A large population of rural and semiurban and urban areas are visiting the compounds and consuming the substance along with women folk.Most of them are addicted due to the contaminants and suffer from liver damage, psychiatric problems and with drawl symptoms when stopped.Many families are ruined financially due to addiction to this liquor and many offences like murder and rape are due to these compounds .women and children of these groups are also affected by easy availability.
Recently a spate of deaths ,psychotic behaviour was seen due to ban on this liquor .The present govt could not cope up due to lack of enough de addiction centers and trained psychiatrists and social workers.
My sincere suggestion is as we cannot suddenly introduce prohibition on all forms of liquor ,at least we can introduce partly by introducing a ban on harmful brews known as non IMFL and sale and distribution through compounds .This will help a huge population of lower economic strata and their economies and families.Some loss of revenue can be overcome by government by other means .
Now the loss of income to these traditional toddy tapper families should be given dole or compensation of at least Rs 5000- per month per tapper for five years.Meanwhile they should be trained by special institutions registered in new set of skills befitting their knowledge and education.This move will give a breathing time to these families to rehabilitate themselves.
When many family vocations are changing for good why not toddy tappers ?
For consumers IMFL is available and it is being regulated by government .It is a first step in slowly eradicating a age old profession which has out lived its utility and the new generation will find new vistas to explore . Untill then we must help them. more
