Bank services - the DD process

The government is pushing for digital payments, at a time when the service levels at banks and payment apps are pathetic (Just did a post on paytm).
Now, i had to get a DD for college application. Went to the IOB branch near my house in Bangalore (Basavanagudi). When I asked for the form, I was asked if I had an account. i said No. And they said they don't accept cash for DDs.
Then went to the HDFC bank where I have been having an account for years. The DD form says cash/check/Account/NEFT. And the counter clerk asks me if I have a check. Does he expect me to carry a check book wherever I go. Finally, he accepted to get money from my Account, after getting my id proof and taking a photocopy (why a photocopy for every transaction, can't he just check the account online with the id proof). And it was a shuffle between counters. Give the form in counter 1. He gave it to the counter 2 (next to him). Counter 2 and gives it to counter 1. After a few minutes of wait, when I ask counter 1 for the DD, he says ask counter 2.
if this is the state of service with one of the top banks. imagine the fate of others. more

They are doing it to minimize the abuse of banking system for frauds & conversion of black money; The property builders, illegal businessmen, money from extortion & bribery, theft used to do anything to make their cash income useful, if such person comes & asks to make DD for cash, then, how will the bank confirm that he/she is not using money earned by illegal means? That's why they tries to make their side safe, to not fall into some kind of problems later. more  
Many a times it has been observed that if you go to a bank for any transaction,first of all they will ask do we have an account in this Bank.If not then they may not entertain.How many accounts you should have? Then comes maintenance of minimum balance of say Rs 10000/-.Over and above on this amount they pay only 3.5% interest.As per me it should be considered like F D and bank should give 7-8% interest. more  
Dear All, Though non-availability of Demand Draft on payment of Cash is the issue of Mr. Padmanabhan, this message is for general information. For the last few years, all transactions involving transfer of money from one hand to other are being done by banks rightly through accounts. Rightly because we as society must prevent unaccounted transfer of cash. The problem faced by Mr. Padmanabhan due to non-availability of Cheque book at the given time can be overcome by signing a debit voucher and if only We show some humility, the bank officials are more than helpful more often than not. more  
Though I have an account in the bank, they ask for a cheque to debit the amount. This is my experience with Central Bank and Corporation Bank at Mumbai more
