Benchmark of services and the penalties thereof by Railways

Since Railways is a service provider in the form of transport sector for passengers and cargo and the the people who use such services are the consumers so why not Railways come out with bench mark of various services and the penalties for not meeting those benchmark of services. When all other sectors have such benchmark of services why exception to Railways.
As an example, why there should not be penalty for non-refund of ticket fare in case of cancellation of trains. I have seen the complaints where the fare was not refunded to the passengers for almost three months that too on online booked ticket when the intended train got cancelled. Like it there may be so many services where there is a need to specify the service deliver timelines and the penalties. I feel the Railways may think of on a voluntarily code of ethics as it also charges penalty from the erring passengers/public.

I personally feel there is a need if we want improvement in the services. What other members may feel may like to comment with suggestions please. more

It's a monopolistic megalithic organization so what it and it's people do is the final. Sir what you are looking at is too much more

Railway as it is administered these days will sink Mr. Mody in next election. Unfair ticket pricing, perpetually late running trains and illogical timing of trains will prevent voters from choosing BJP more  
@Shri V.S. Murty ji, Sir, the demand of stipulating bench mark of services and penalties thereof for not meeting those time lines not the theoretical one but very much practically implementable making officials accountable to the official duties. The subsidization is not relevant to the bench mark of services and penalties as just in the name of penalty we can be taken for a ride for poor services. If Electricity supply can have benchmark why not Railways. We all are working towards improvement in the services and penalties is one of the tool for betterment of the system and the services. more  
It is theoretically a good idea from Citizen Expert but practically an extremely unsound one. If this is to be implemented, the train journey subsidization will come to an end causing untold misery to poor people. more
