Bills in Parliament in monsoon season

Parliament is supposed to start today and 18 bills below are to be passed. Can someone please explain what these bills are and how the affect common people.

The agenda for legislation in the session, which ends on August 11, includes 18 bills for consideration and passing. Key among them are the Prevention of Corruption (Amendment) Bill, Whistleblowers' Protection Bill, Citizenship (Amendment) Bill, Motor Vehicles (Amendment) Bill, Enemy Property (Amendment) Bill Consumer Protection Bill, and the Companies (Amendment) Bill. While 16 bills are listed for introduction, consideration and passing, two are for withdrawal.

— The Whistle Blowers Protection (Amendment) Bill, 2015: specifies ground under which corruption related disclosures can be made.

— The Constitution (123rd Amendment) Bill, 2017: Makes a commission for socially and educationally backward classes a Constitutional body.

— The National Commission for Backward Classes (Repeal) Bill, 2017

— The Collection of Statistics (Amendment) Bill, 2017: Extends the jurisdiction of the 2008 Act to J&K

— The Factories (Amendment) Bill, 2016: Enhances the limit of overtime work hours

— The Footwear Design and Development Institute Bill, 2017

— The National Institutes of Technology, Science Education and Research (Second Amendment) Bill, 2016: Incorporates the Indian Institute of Science Education and Research at Tirupati and Berhampur.

— The Motor Vehicles (Amendment) Bill, 2016: addresses issues related to road safety, motor vehicle insurance etc.

— The Admiralty Bill, 2016: Consolidates the existing laws on civil matters of Admiralty jurisdiction of courts, Admiralty proceedings on maritime claims and arrest of ships.

— The Right of Children to Free and Compulsory Education (Amendment) Bill, 2017: Extends the deadline to 2019 for teachers to acquire minimum qualifications under the 2009 Act.

— The NABARD (Amendment) Bill, 2017: Increases Nabards’ authorised capital from Rs 5000 crore to Rs 30,000 crore.

— The Companies (Amendment) Bill, 2016: addresses compliance requirement difficulties and facilitates ease of doing business

— The Citizenship (Amendment) Bill, 2016: Proposes that illegal migrants from Afghanistan, Bangladesh and Pakistan from specified religious groups will be eligible to apply for Indian citizenship.

— The Prevention of Corruption (Amendment) Bill, 2013: Modifies the definition of taking a bribe. Requires prior sanction to investigate officials.

The list should have included another Bill to investigate about the roles and failures of the previous premier in preventing various instances of corruptions and scams indulged in by the members of his Council of Ministers during his incumbency. How a man entrusted with the reign of the nation in good faith could escape the responsibilities of his failures causing loss of lacs of crores of rupees to the nation while the government employees and officials are being awarded with severe punishment for such failures! more  
I still remember that there was comment criticizing / staging the CAG Report as part of mere assumptions .

No Governing Body of the Rule under the Constitution is still taken interest on such forgetting the public inerest . more  
Most of the bills will be burden for the common man. more  
How can so many Bills be passed in one go? Will these Bills be ever read by all the MPs in detail? The Prevention of Corruption (Amendment) Bill, 2013 which modifies the definition of taking a bribe and requires prior sanction to investigate officials is a retrograde step. It will further increase corruption in government offices. There should be no exemption/ requirement of prior sanction from investigating acts of corruption against any office up to the level of P.M. How can the government in position give sanction for investigating its own acts of corruption? I think we citizens should move the Supreme Court against such an Amendment. It amounts to inequality before the law and a clear violation of Art. 14 of the Constitution of India. I had exposed a major scam of Rs 73 crores by top officials.But the minister did not give clearance to the CBI to charge-sheet the officers concerned, even though there were clear violations of the global contract and false situation of emergency was created for purchasing the material at double the standard price from abroad! more
