Boosting Revenues for State of Delhi - Inputs

Dear All:

Thanks for your inputs so far on Corruption, Women Safety and Water Supply. We are in the process of compiling them.

Today we would like to seek your views on what can be done to boost Revenues for the State of Delhi. The projected numbers are as follows for period April 2014-March 2015:
VAT - 21,000 crore, Excise - 3,500 crore, Stamps/Registration fee - 3500 crore, Luxury & Entertainment Tax - 560 crore

Please share your ideas on how these collections can be maximized by reducing leakage in the above or by opening new avenues for state revenue in above or new categories.

Delhi can earn on any vehicle parking in street, roadside etc as we need to reduce the vehicles also in Delhi so this will surely be revenue making and reduce the number of vehicle gradually. more  
there are many small scale business people in delhi, put a curb on them if they do not fill income tax; encourage them to get PAN card and fill income tax. more

I am of firm opinion that a determined Govt. can check the leaks in Revenue collection as well as wasteful expenditure/portion of expenditure going into the pockets of officials/employees and contractors. Timely audit of Trade Department should be one of priority. Also efforts should be intensified to convince the small traders to file their VAT returns. Every year the MCD/NDMC/Flood Control Deptt and PWD spend considerable amount of money on cleaning of silt from drain pipes and drains. A lot of bad news appear in Media during Rains. MCD and PWD accuse each other for the water logging on roads and in streets.I have never seen a report which blames the Flood Control Department (responsible for cleaning of main drains). I am of the view that if dredging of main drains is carried out properly and in time ,there will be fewer cases of water logging on roads and in streets as the rain water will get discharged in drains efficiently. This will also reduce the repair cost of roads as there will be less damage to road surface. more  
Dear Sir, The Delhi having the biggest middle class of the India – all are basically service/salaried class peoples who get their salary only after the deduction the taxes. They also are the biggest consumers of the goods/services of the Delhi & paid all taxes (indirect/direct). But in delhi the maximum tax evasion is done by the many lacs shopkeeper of delhi who are running their shops without paying any penny of tax to the govt., although enjoying all the basic business running facilities like road-for transportation of material, electricity, water etcs. My suggestion to the Delhi Govt. is to introduce a mandatory “Minimum Shop Operating Tax” in the Delhi having different amount of tax slabs based on the location of the shop to boost the revenue. For example: If a shop is located/running in a very high value locality(like CP, GK Etcs) then “Minimum Shop Operating Tax” should Be HIGHEST & if the shop is located/running in a low value locality (like JJ colonies) then the minimum shop operating should be LOWEST (just as Property Circle Rates rationale) more
