Ideas for additional revenue for State of Delhi
1. A crackdown should be made cash property transactions so that the actual stamp duties are paid
2. The way to reduce the black money in property transactions is to increase circle rate. Just like its done in Noida - where real rates are only little higher than circle rates
3. Stop Power of attorney totally and open registry of land only
4. Offer to convert power of attorney to land registry on reduced rate. As due to high rate people are avoiding land registry
5. High revenue generating entertainment zones like Disneyland should be promoted
6. State excise on liquor could be increased. Liquor in Delhi is cheaper than in Noida or Gurgaon - we can continue to be cheaper, but difference can be reduced
7. Pull down all illegal advertisement spots and use ad spots owned by the Government
8. Public is allowed to display a particular size of board on their shops / establishment free of cost but they need to register the board online. Any board bigger than the standard size should attract a small fee, payable online
9. Delhi is considered to be cheapest and most unorganized parking system. Let Government make it organized and generate revenue from this
10. Focus on sources of revenue on shops and businesses which do not pay their vat, tax etc.
11. There is a major leakage in VAT collection. It should be made mandatory for the shopkeepers to issue computer generated receipts
12. Gyms, health clubs and beauty parlours evade taxes – they should be strictly monitored for tax paying
13. Offer for all shop keepers to register with Delhi Government with minimum Rs 500-1000 as registration fee more
