Bribery in Local Policing
Recently i met with a few people in extended family in UP who are in police service.
Turns out, for getting a good posting in some states, SP/SSP/Commissioners have to work it out with the local MLA/MP and pay them a certain amount every month.
To collect this amount they in turn have to take money from SHO who then collects money from all the rehdri walllas, other similar business to turn a blind eye towards them.
How can such a system be fixed. Can a beginning be made in few states to end the rot? more

Just implement Police Reform as pronounce by Honorable Supreme Court in their judgement delivered on 22nd December 2016. Main points of that judgement : Constitute a State Security Commission (SSC). et up a Police Establishment Board to decide on transfers, postings, promotions and other service related matters of police officers of and below the rank of Deputy Superintendent of Police (DSP) . Set up Police Complaints Authority at state and district level to inquire into public complaints against police officers in cases of serious misconduct. Set up National Security Commission at the Union level to prepare a panel for selection and placement of Chiefs of the Central Police Organisations with a minimum tenure of two years more

Yes, it can. But please remember, the discipline falls from the top. Efforts of individual honest men or public awareness against corruption are finally negligible in large system like ours. Honest officers and activists normally get killed or side lined to rot in the system. So long the political parties keep on collecting huge money in the form of donations then it is futile to think of any change. I hope you know why police men collect this money and how much money goes in getting plum postings ? Corruption is not an issue of few states but invisible virus that has spread across the whole system. The question is whether the head is willing to direct its limbs to act ? Was it impossible to appoint the "LOKPAL" even after three long years after passing the bill in a day by the parliament ? What is the action on "Panama Papers" in India where as even in the so called worse system of Pakistan governance the case against even the highest authority i.e. the P.M. Sharif has been finalised. If governments desire, they can do lot. They have three departments, Vigilance , Income tax and CBI, who are supposed to be vigilant. And with this vigilance are they not capable of identifying the corrupt people; why do they wait for somebody to lodge complaint. There has to be desire; possibly it is not there because of fear of their own shadow. more

It is true that corruption starts from the top. To overcome this problem, transfer and posting should be transparent and computerised. Why postings be made on the recommendations of politicians. Like judiciary there should also be some system evolved. more
