- Brokers and middlemen are the bane of this country. They run a parallel govt and a lot of the are agents of known criminals. - They have a large amount of money and muscle power and therefore are able to intimidate people who stand in their way - The collusion between brokers, political parties and the babus is deep rooted and is the root of corruption in this country. - Transparency is the only solution to this curse. - A lot of contracts are allocated under the table. How is it that there are no checks in place or no track of how these offices operate and tenders are allocated? - Time to remove these middlemen and make the tender process online and transparent. more
few points to be added: No proper system of approved contractors. Politicians and their family members interventions, Setting up guidelines and systems to accomodate the interested parties. No supervision or follow up on the quality of the contract work more
I would like to suggest that common man from all walks of life selected randomly must be made part of the tendering system. more
Same broker will give 2-3 with different quotations to get tender in his favour. more
There is no need for civil society audit. Audit is done every year by the CAG. Govt is clamouring for transparency. Even if on line application has become mandatory. Despite that transparency is overlooked and the Department is empowered to overrule the rates even if it is on cheaper side. The rates based on reasonable competition are welcomed as the rates should be decided whether the rates quoted by the contractor is viable for providing the quality work. It is useless efforts to decide the rates on competitive basis. Rates are decided keeping in view all aspects of work. Usually Brokers are not obliged unless the rates are based on quality of work.
