Building Consensus - Cleaning India at Night

Here are some of your key inputs on How India can be cleaned during night times and factors to be considered. Please review them carefully and share any additional inputs you may have.

How can India Clean at Night

1. Municipal workers could be deployed in shifts like in other industries
2. Modern equipment should be bought to assist in increasing worker efficiency
3. Workers who do the night shift should be given special allowances
4. This process will also optimise utilisation of collection resources, with faster collection and transfer
5. The process should be divided in two parts:
i. Cleaning group in Night Time (before 5 am)
ii. Observer & Inspection group inspection before 8.00 am Day time.
6. If public reports garbage anywhere in city after 8.00 am then Observer & Inspection group should be held responsible.
7. Private companies could be hired to assist the Municipality at nights
8. There will be no traffic problems due to garbage collection trucks
9. Home cleaning could be conducted in the second half of the day between 1 pm - 8 pm and place garbage out at night.
10. Offices could clean post closure starting 7/8 pm and place garbage out by 10 pm.

Here are some things that will have to be considered in the implementation:

1. Non-availability of street lights at night in many places
2. Supervising and controlling the workers could be an issue
3. Attitude of officials - Resistance to a new process as it requires deviation from existing routine. Also, it involves night working for some workers
4. Attitude of people - Hard to adopt a new system. At present household garbage is taken away in the forenoon. In new system, garbage will go out at night
5. Households that employ individual part or full time help for cleaning will have to ensure that cleaner is able to adjust their schedule and work from 1-8 pm timings. more

I do not understand how cleaning will be more effective if done at night- is this the solution of the problem more  
In India also some years back in Tamilnadu, garbage cleaning during night was done but it was discontinued for reasons not known. It was quite convenient to all public, even sewage manhole cleaning was also done around 4AM and work finished before 6AM. This was also discontinued. more  
I have been cleaning the parks every evening and every morning during the weekends sourranding the shubham Appts near Rockland hospital park. I feeling proud myself for giving this services to the society. Triloki Kaul. more  
Suggestions listed above makes a TREMENDOUS BUSINESS SENSE in a Country like ours. We are a DENSELY POPULATED COUNTRY particularly in URBAN AREAS. There are PRACTICAL PROBLEMS in Cleaning the Cities, Market Places, Work Places, STREETS, BAZAARs etc etc during DAY TIME as it is PRACTISED today. EFFICIENCY & EFFICACY is POOR. As shared by other's - I have also seen this NIGHT CLEANING of URBAN AREAS ( namely Business Centres / SHOPPING MALLS etc / BAZAARs wtc during EARLY MORNING time in GERMAN cities like BERLIN / STUTTGART / FRANKFURT etc & this was as early as September 2010. more  
I have seen cleaning of roads after 12 at night in Brisbane Australia when the streets are traffic free. Water with cleaning agents is used through hoses and pumps to clean the streets everyday. more
