Bus fare reduction does not help poor commuters

It is good that the Tamil Nadu government has reduced the bus fare in response to public opinion. However, the reduction is marginal considering the fact that more than 70% of the commuters belong to lower middle and lower income group.

Tamil Nadu government’s statement that it would incur a loss of Rs. 4 crore per day due to the fare reduction does not help the cause, as no steps have been announced by the government of Tamil Nadu to reduce the cost of operations in a variety of ways, which is possible.

For example, there are eight corporations in Tamil Nadu which is not necessary. It has increased the overhead expenses considerably. Several states have only one corporation. In today’s climate of instant communication and computerized administration, it is possible to manage competently with one corporation.

Since the transport corporations in Tamil Nadu face multiple problems due to poor spare parts management and inventory control ,nepotism etc. which cannot be immediately solved by the state government, it should privatize some selected routes and reduce operation level of the corporations. This will enable reduction in losses.

People want low fares and efficient service and type of ownership is of no matter for them. Of course, some price control measures should be introduced for the private transporters by the government.

The Central Govt. rapped the State Government for wanting to go ahead with Phase II of the Metro, when the estimated profit from running Phase I has yet to materialise. I feel the bus fare increase was deliberately done to force people to patronise the Metro so that they can build their case for introducing Phase II. Incidentally, Phase II is located in busy Mylapore, Luz area. The plan is ill-founded since the area has many old buildings both commercial and residential, the roads are not broad enough to support the metro rail link, and already the area is subject to flooding because of the faulty decision to run the suburban train over the Buckingham Canal waterway. Already Anna Salai has seen road collapses and in Mandaveli area also. The metro if introduced will bring much hardship to the local populace even for their daily activities. TN govt has to take some corrective measures in bus transport for avoiding losses for that,they have to form a techno comercial group for implementation. more  
Because of inefficiency, bribary only it makes loss. If proper action is taken, the transport will make huge profit. All are purely political game. more

It needs much more merit to run organizations effectively than to simply to raise the price for absorbing losses. The calibre of politicians is well known. What is in question is the sense of value and the calibre of the IAS’s running these corporations. They are poor managers! They may claim they hold an enviable degree in administration but for one, effective management is not good administration alone. Good administration has come to mean to add more rules which in theory sound good: But in practice they have come to mean more corruption as any rule can be flouted through corruption. So IAS’s have proved to be a burden on the common man rather than effective administrators, leave alone managers and CEO’s. I am afraid the IAS’s are exposed more and more for their inefficacy. It is a fact but how many of this cadre realized it? Getting an IAS gets them a fat dowry, a lot of privileges including being the king in the absence of their boss who is convenient to manage as he is largely illiterate enough to question them. Unless the mind-set changes in them nothing would change. And for this the Academy at Dehradun should change the curriculum and content from a beauracratic mind-set to a service mind set. more
