Irrespective of governments and irrespective of industrial houses, it wouldn't be unfair to say that businesses and governments collude to unfairly help businesses. In old days it was relatively simpler as the normal mode of corruption was paying cash or sponsoring a foreign trip etc. against a favor (would be at any level). However in today's day and age, this has assumed unimaginable proportions and hence unimaginable ways in which this handled. It will be good to share and hear views in the manner it is done now and also specific cases that one may know of. more
Corruption can only be minised by only online system where there is less crowd or less time or everything is to be done online only ie to attach all papers in scanned form so that no need to go to that particular office. This should be done by hired agency away from particular office. more
More the sweets, chances of getting diabetic is also more. Mukund Puranik is right and that is the reason CORRUTION cannot be defined easily. Why focus on Government alone, after all human beings like this exist everywehre- including the private sector. CEOs and top officials in private sector also behave similarly. more
What we talk of Indian corporate, few examples quoted above are just one side of coin. There is other side of coin no one can imagine and control where equally high value money is involved. Because many top officers are shame less and loose country's name. I quote few cases without names and organization. Liaison agents who make several CR by pushing products of their principals in Govt. companies. Since majority of very high value, big size and hi tech machines required by Govt. companies are not manufactured in India and import becomes must. Earlier Japanese & Korean companies never used to supply any machine required by Govt because of strict norms. No Chinese machines were allowed in Govt. This fact was known all over the world. Russian technology is by and large obsolete. This gave a free run for Europe & USA. Most of the machines suppliers have taken profit NOT less than 50%. Some have even sold 2nd hand machine by repainting to 20 CR which was actually worth 3 CR. The work of liaison agent is to push the specs of particular principals with settlement with inside officials. Few take cash but some even ask them to build their house or major repairs or add expensive furniture and gadgets at their native place. Some even get the expensive fees paid for their children within or outside India. This gives good scope for liaison agents to have family tie up with officials and safe transfer of information and .... and also monitor the activities as well as new info about forthcoming requirement in advance. Similarly when these officials go abroad for any visit or inspection or approval, their care is well taken by concerned principal arranged by liaison agent. Not to say that complete expenses are paid by caretaker saving 100% exchange received by Govt. Some top officials get up to EURO 500 per day. Make in India is a good step which will help less dependency on foreign firms (it will take few years & not a magic). Automatically all these loop holes will be plugged. I had published few articles on above topic even in DSA magazine & various other forums but No use. I had also suggested multi language facility for all the Govt. tenders so that hardly any principal will be interested to work through Indian liaison agent because most of the German, Italian, Spanish, French, Korean, Chinese, Japanese principals need Indian agent for liaison because complex terms of tenders written only in English are not clear to these manufacturers. Hence tender has to be in multi language convertible at least GLOBAL TENDER. Corruption is like sweet. Normally we may not opt for it but if it comes in front of us we are tempted to test it. more
Neera Radia was a perfect example of a fixer/ an agent- common to many corporates and a middle person between big, reputed business houses and the Government. Her name appeared prominently in the context of @g case and has quietly died down too. more
As I had mentioned earlier the idea is not to get into small or ground level corruption issues. The purpose of this post was to learn about examples of larger businesses and governments collusion. I will soon post a few examples more
