Cable TV Operator and TRAI rules & regulations

The cable TV operator enforces the BST (FTA) 100 channel Base package mandatory.
They are not allowed to modify FTA channel and add paid channel into it.

Because of which Network Capacity Fee (NCF) increases.

I have seen many consumer not even aware of NCF and FTA rules given by TRAI.
There are TRAI rules & regulations, but no one follows it.

Off late Cable TV monthly charges have increased very high. Can it be reduced by Govt. Watching Tv is one of the time pass for Senior Citizens. more  
TRAI people are corrupt. The cable operators were not earning good and hence enforced to bring in this rule. Earlier the monthly package was around ₹350/- and you can watch all the channels. With this stupid TRAI rule, you get to see only basic channels for the minimum amount paid. Thanks to OTT apps, we no more have to pay to channels to watch stupid senseless series. more  
Govt frames a rule which no one is aware because they abide by what the cable operators say whereas if govt gives publicity of the same through news media and on tv and also create awareness campaign then it will be good .They can go do on line webinar and ask people to send their queries and educating them but no nothing is being done by TRAI .Create rules and keep it in cupboard more  
Cable TVs are Publicity Governing bodies for Local State Governments. Common Man is simply Lame Ducks about Government Regulations. more
