In my locality for cleaning is not good more  
The garbage collection should be given priority. In Barasat municipality, the drains were cleaned 1 week ago. But the garbages collected from the drains are still lying beside the drains. At this monsoon season, at times of rain, all those garbages are again filling the drains. So why to clear the drains if they stay beside the drain. In our whole locality there is no dustbin and people uses every nook & corner as dustbin & spreading the diseases. Even if the municipality cleans once in a week will be enough to keep the city clean. But those garbages need to be collected at the same time. Clean city needs to normal people participation as well. If our surroundings are not clean then you cannot convince people to keep them clean. Ads will fall in the deaf ears. From my personal experience, people make the local trains a dumping ground and throw everything(spitting or anything) in the floor. But same people when board in the Metro railway, they don't behave like they have done 10minutes ago. Same people changes when the surrounding changes. So I suggest to clear every area at least once a week and the local municipal authorities try to impose fines on the people making the area dirty with sudden check. The municipal authorities also be on the toe, the local citizen's committee should give report on the municipality worker work report. If they fail to satisfy the clean level, the workers should be changed without any consideration. more  
A good beginning is made to bring awareness . A long way to go as it requires involvement of the people. If done in a systematic way, it may take about ten years for 50% success.
