Can police refuse to take complaint for mobile theft?

Some one stole my mobile phone from exam center? police is saying that I should not have carried the phone there, although I followed instruction given by the exam center coordinators and kept the phone at a designated place in the exam center in switch off mode. more

You need to make them write an FIR. Then only they will be bound to take action. more  
i have also faced same situation , what i know from my experience they cannot / should not refuse , but i can suggest in any situation immediately call 100 , if a case is reported to 100 then police has to reach site and they have to register case as same is already recorded over phone, i tried this and got the case registered more  
No police cannot refuse to take your complaint. Send your complaint to the DCP concerned and also to the CP via speed post/regd post and email.
