Multiple Billions of Crores in the decades went off befitting individuals through:-
i.Wilful diversification of multiple crores under PDS to Black markets
ii.Wilful neglect on Evasion of Taxes and Duties
iii.Wilful neglect on Goods sold in Black markets without invoicing
iv.Wilful ignorance in arresting adulteration creating un-taxed goods
v.Wilful neglect on Educations those misusing their Funds without providing requisite Trained & Qualified Staff, inadequate Teaching Staff, insufficient labs and human facilities
vi. Wilfully set delayed Loans under Bad Debts in Companies, Financial Institutions, Business Houses
vii. Wilful neglect on arresting Money laundering and Quid-prokho Corruption and Concealed wealth and Black Money
viii. Wilfully making the insufficient Courts and wilful ignorance of adequate number of Judges since after 1980s
ix.Wilful negligence in stopping the Robbery and Smuggling of Forest Wealth and National Natural income and Wealth of Land Treasure of Minerals, Metals and Mines ;
IF CONTROLLED, the whole nation could have educated its general public as per Article 45, 46 and 15 [4] and could have fully addressed with the Socio-economic Status that contemplated in the Constitutional Preamble through the provisions of Article 41, 47 and 48 .

The World's Senior Sovereign Nations admit Economic paucity is directly affecting the quality of Education ever since obtainment of Political Independence as potential entities . See for example , how America , Russia , England , France , Germany & China technologically marvelled and stabilized themselves economically already before India which is of late acquiring such standards with few milestones like the Mangalyaan Mars Mission . B. Your list of i to ix drawbacks above require an Eagle's Eye View of the State of Affairs & Facts which suggests that the " Indian States urgently need political Independence without Central Governments any longer unlike the 70 years political enjambment and constitutional centrifugalization because where Economic Paucity & Education matter , Emotional Size Factor lets Quantity dilute Quality certainly with poor achievements of insignificance . Freedom Revolution in India did not bring about equal amount of awareness of the documented Constitution of India for several post-Independence years of Indians through out many of the then existed Generations of stronghold Parents & Familyhoods firmly reposing their loyalty in the then informal social customs of traditions by a word of mouth among the populations without credence to the new Republic represented by written Documentation .
2. Education for Indian Women was opposed by Indian Men themselves for the fear of Women onslaught over men's Familyhood besides the chastity of educated and employed Women going out of homes was questionable since they were assumed to enjoy the presence of men sensually during and after work . more
