cancellation charges on waitlisted tickets?

i booked a waitlisted ticket for travel a month away. The cost of the ticket was Rs. 1000+11.80 transaction charges. I cancelled the ticket the next day. IRCTC is refunding Rs. 935 i.e it has deducted Rs. 65 as cancellation charges (and the transaction charges charged by the bank). I can understand the bank part. But, why the cancellation charge on the waitlisted ticket. more

why are we complaining so much? The cancellation charges and the process is very well documented on irctc portal. we are buying the tickets with full knowledge. there is an administration charge for booking and cancellation - systems/hardware/software etc. So a nominal charge should be acceptable. By the way, you know the waiting list number when you book. And still you booked. The cancellation is also your discretion. There should not be complaints now. Let us focus on bigger things. more  
Legally , a Wait list Ticket is NOT a completed contract because , when it is in the Wait List , Ticket is NOT assured . So, Certainly no cancellation charges can be deducted for an ' incomplete contract ' . more  
Even for reserving or cancelling a berth / seat, (whether confirmed or waitlisted) the railways do spent some man-hours, system-hours etc. Therefore they are entitled to deduct certain reasonable amount. Why do we expect govt to give us freebies ? more  
At present the cancellation charges for a confirmed AC ticket is Rs.310.00, which was only Rs.60.00 around 3 years back. The government wants to show its goody goody face avoiding direct increase in fare but increasing the indirect charges several times in every 6 months. more  
As i said previously railways must not charge cancellation amount from the passengers if the ticket does not get confirmed if a passenger cancel the ticket then it depends upon railway whether they want to charge the cancellation amount from passenger. more
