Cancellation Refund Processing - Addl Inputs

Recently, some complaints have again emerged in regards to time taken for processing of refunds in regards to ticket cancellation. Last year many of you had shared issues and solutions that are listed below and some of them were implemented to speed up the processing of refunds.

Key issues and solutions as outlined by you on TDR refund for cancellations.

1. The TDR rules and regulations should be re-looked at
2. The TDR filing process should be re-designed
3. The process should be made transparent
4. Passengers should be made aware of the scenarios in which a TDR should be filed
5. A time limit should be set for processing TDRs
6. If a decision is not taken within the stipulated time, the customer should be paid interest
7. There should be predefined specific reasons for which TDR could be denied
8. Passengers should be allowed to appeal once in case his TDR is rejected
9. TDR filing time should be increased to 4 hours after the departure of the train
10. If a train is cancelled, a TDR filing should not be required and the money should automatically be transferred to the passenger’s account
11. Dedicated phone numbers/email id should be created to take care of TDR concerns.

TDR refund for cancellation – Issues

1. Many time the site just logs off the system when File TDR is selected
2. Site hangs while trying to file a TDR refund
3. There is no time limit for closing a TDR refund request
4. Some cases go on for years without the refund actually happening
5. TDR refund is many times declined due to non-justified reasons
6. Many TDR refunds never happen
7. In case TDR is filed for a PNR having two waitlisted tickets and one RAC ticket, only RAC passenger refund is obtained and wait listed passenger refund is not given
8. The rules and regulations around TDR filing are not very clear
9. The TDR filing time is two hrs after the departure of train, but if you do not have the internet connection in that two hours, your money is lost
10. Sometime when a TDR is filed, the reply comes saying that the passenger travelled
11. If the chart is prepared at originating station but the ticket is from some other station where chart is still not prepared, then one can neither cancel nor file TDR
12. TDR has to be filed even if a train is cancelled
13. Many times, train gets delayed beyond 3 hrs but system is not updated, hence no full refunds are granted even if the passenger does not travel. more

Yes Dr. Mohan Rao , where will the passenger run to cancel if he has come with the baggage to the station with fond hope of getting the reservation cleared. Even if he was waiting at home for the clearance half an hour is too short a period for the passenger to start from home to reach station if it is cleared. more  
Waitlisted ticket should be automatically get cancelled like earlier time. Please don't be too gready to rob public money by insisting that they should be cancelled manually 30 minutes before train departure. more  
I personally feel when we do rebooking there should no cancellation charges .Being a senior citizen when we both travel if we get side seats I try again to see if I can get cabin seats but pay huge cancellation charge .Not being a government employee I do not get hefty pension . If waitlisted ticket is cancelled GST charged is not refunded. This matter be collectively taken up as services not availed or not confirmed become levy of GST. I request learned members to look into this matter. more
