the life of all.The people who come for their rescue should be registered with their identity.
Animals caught should be photographed along with the person who is to make claim for the rescue. The animal may be handed over to the claimant with a warning and suggestion that it should not happen again and the animal should be kept with safety for all.
The suggestions given if not followed by the people so registered should be penalised heavily.

we all agree that stray animals are dangerous, then why animal protection societies are not taking responsibility for catching and rehabilitation of such animals. are these societies are only for framing citizens and imposing fines and court cases?. more

This job is already entrusted with municipal body, though it gets attention of them when the menace reaches to very high level. For the harms by stray animals to humans, municipal body should be responsible for the damages and compensation to bring periodic catching by people employed by them. more
