Central Govt Re-Engineering - Inputs

Dear all:

Below are the key inputs from you on what can be done from a re-engineering/redesign standpoint to improve Central Govt performance.

Please review and share any additional inputs you may have.

1. Government should provide modern equipment to the all departments
2. An evaluation system must be formed to track Government employee’s performance
3. Employees delivering timely performance with ethics must be rewarded
4. There should be a best employee award for all employees interacting with customers
5. Promotions should be based on performance only and not years of service
6. All the government employees, who aren’t well versed with computer must be given computer tutorial classes
7. Biometric system of attendance should be mandated in all Government departments
8. Online feedback form for all Government departments down to the officer level should be instituted
9. Citizens should be able to Rate a Government Department or a specific officer in public domain. It will bring immediate improvement in performance
10. There should be a system where online appointments can be fixed with the Government officers
11. Customer grievance redressal time should be reduced
12. In Government departments, customers should be given a single window clearance for any work
13. An electronic and proactive file tracking system should be introduced where SMS are sent when a file arrives and a reminder is sent if its sitting for more than 7 days
14. All files sitting for more than 1 month should start to show up on the dashboard of Secretary and Minister with the identification of the officer holding them
15. Every Ministry must be made to display total files received and processed within a month statistics
16. Corrupt nexus of Government officials can be abolished by transferring the known culprits every 2-3 years
17. Government should take strong steps against corrupt officers including termination from Central Government service if found guilty of corruption more

At-least to re-energize Unity in India , the absolute powerful bodies like political Rulers and the Judiciary shall honor the purpose and concept of Indian Constitution and Replace all Reservations, Welfare Benefits , Social Benefits with Economy Based provisions thus setting off the discrimination planted. And also there is the absolute need of implementing Uniform Civil Code Specified in our very Democratic constitution . This will eliminate all sorts and all types of ills in the Indian Citizen and Society . more  
Raju Adimari has given an emotional reason for giving reservation to the backward classes. Proper decisions are never based on sentimental or emotional reasons. Mr. Barack Obama and lakhs of other Afro-Americans were never given any reservation for their education or employment . They were given Quality education and rose through the ranks through hard work and not by denying meritorious persons their due. The original inhabitants of N.America, the Red Indians were given reserved territories for their exclusive habitations and to preserve their religion and culture , after years of oppression by the British cavalcades.Reservation is only a dirty game played by filthy rich politicians to create Vote-banks for their parties eg.Gujjar agitations in Rajasthan , etc. How can these deprived and depraved communities be uplifted by giving Govt. employment to a few of them, which only creates criminal mafias, for grabbing Black money from the public, with the law of the land treating them as "Un-touchables".No equality before law ? What they require is over-all development and employment , not crumbs of bread thrown by the political dispensation. Super 30 is one brilliant scheme whereby children of these communities are adopted and trained to become meritorious citizens . Not privileged citizens who harbour only revenge against those who have enjoyed higher social status for centuries . Branding them as "Harijans', etc. will only create ridicule for them in Indian society. more  
Dear Mr Batra, when there is a child with disability in our house, we give special care to her, since she is also part of the home and deserves all encouragement. we do this due to affection, thinking of proper upbringing of the child. it is never at the cost of the other children. In our society also there are a lot of people/class of people who due to historical reasons could not get quality education and a life of dignity. they are also part of this great family-bharat. so we should try to develop a sense of tolerance for the support given to them for their upliftment. The socio-economic census that is underway will reveal the number of people from this category in the Govt Departments. they are not in proportion to their population. What is given to them is their actual due. Let them also come up. At the same time, once they enter the system on reservation there is no need to give them further fillips in way of promotion. It is also could be discussed whether any objective criterion could be adopted to identify the backward communities, other than the caste. more
