Circle Terms and Your Role

In the interest of good community, it is mandatory that each one of us observes the following rules:
1) Keep all posts and comments focused on governance, development and transformation of India.
2) Respond to the structured subject posts (Issues, Root Causes, Solutions) by Circle Founder and Administrator
3) You can start a new subject/raise an issue to get member views. If the subject is such that it has lot of interest, at the appropriate time it may be incorporated in the structured posts to get majority views/inputs.
4) Do not use the circle for personal grievances. The objective here is to provide Collective Citizen inputs to the Government. We may invite the Government officials into the circle in future.
5) Please refrain from self/business promotion, posting unnecessary Emergency Alerts and sending unsolicited personal messages. In the interest of community, any member engaging in such practice must be removed immediately from the circle. In addition, LocalCircles has agreed that such member accounts will be suspended immediately with access to other local circles withdrawn as well.
6) All members are empowered to mark and remove a post or comment that is inappropriate. Inappropriates are tracked for all member posts and multiple inappropriates are reviewed for action.
We are proud what this community has been able to achieve so far in few weeks, what it is working on and the kind of positive change it can bring into governance in India.
By each one of us playing an active and responsible role, we will together create the most responsible action oriented, citizen governance community in the world.

Govt must issue bank pass book like PPF for depositing taxes by any citizen as per his calculation.The incentive to be provided to honest tax payers who contribute more must be available as pension to individual when not in job,after retirement age of 60 yrs@the rate of say:-15%(inflation neutralizing variable %) of security cover.Any person can contribute any amount beyond his eligible tax calculation so that it is entered as Non refundable amount in his passbook. Advantage:1.more fund will come as non refundable tax fund covering social security as pension. 2.less manpower to monitor and issue notices as it is self motivating to all and win win for govt too. 3.Funds available to improve infrastructure. 4.Black money gets controlled in asimple legal way. 5.Tax collection is very simple." Very fine proposal. Guide lines are apt. The Citizens body shall stand exclusively for National development. And not for individual personal interests. By the way, my area of work in not connected with waste water. I am a Hydro Power Engineer with M Tech in Water Resources Development and a working experience of 40 years, mostly in Hydro Power. I agree with Mr.Vasant's call for having Project management cell to take review of all Infrastructure Projects. It's a good idea. As of now lot of delays and cost over run observed in most of the projects. Powers should be given to this cell to admin all process of Projects which may reduce the corruption too. more

I feel PMO's office should have a project management Cell for each state to take a review of all the big project particularlu related to dams. hydro power generation, drinking water and sanitation. This cell should bring to the notice all the delays and suggest the solutions for PMO,s office to take immediate action. This will help timely completion of projects and without any cost overruns more
