Citizen Engagement Whitepapers

Dear Mr. RP Gupta,

The work in this LocalCircle reminds me one of the titles under "Musings" by NR Narayanan of Indian Express in 1990s or before when I used to subscribe to this paper, i.e., "To be Nice is Nasty, to be Nasty is Nastier"

I appreciate this initiative of submitting whitepapers to PMO or concerned Ministry in the sense that it offers citizens an opportunity to share what they think should be done by Modi Sarkar. It is nice of you that a good deal of hard work is put in by you and your team to compile the inputs and submit it to government. It satisfies citizens (me too) to the extent that the first step of engagement has been initiated.

However, engagement covers further steps leading to, e.g., agreement to marry in social context or arrangement to go somewhere, meet sb or do sth at a fixed time in politico-economic context. Therefore, citizen engagement is not complete without actions on the remaining steps:

A. Let PMO or the Ministry classify 'solutions' of any particular whitepaper into five categories:

1. cannot be taken up in it's tenure of 5 years.
2. the task will be initiated in a declared year but results will be available after 5 years.
3. the task will be initiated in a declared year and results will be available in declared number of years.
4. the task initiated and results will be available in the current financial year.
5. the task initiated and results will be available in a declared month of the current financial year.

B. Let somebody from PMO or Ministry put forth their point of view on this website justifying above classification of the solutions.

It is only when central government shows this level of responsibility and accountability that it can, and should ask for equally responsible and accountable behaviour from people who put a long wish-list to government as I see in these whitepapers. No government can satisfy wishes of all people unless people are made to behave responsibly and do their acts on the principles of liberty, equality and fraternity for all. Let Modi Sarkar take the initiative and lead the way as people voted Modi ji with this hope. more
