Cleanliness and sanitation-- Central & state coop.

Cleanliness and sanitation is one of the BEST EFFORTS of our PM. This is the need of the hour. But both central govt. and state Govt should co-operate , in implementing these measures with strict vigilance and enforcement. If we achieve better sanitation and cleanliness, more than half of Railways problems are also solved.
In my opinion, cleanliness and sanitation should start from LKG classes. During my earlier school days, during 1952-55, we had moral science classes. we were taught about behaviour in public places - like DO NOT PICK YOUR NOSE IN PUBLIC PLACES, DO NOT RUB YOUR BACK/BUM IN PUBLIC PLACES, CLEAN YOUR EAR LOBS, NOSE,ETC WHEN YOU TAKE YOUR BATH.

I still remember all these things,since I was taught during my young age.
Please do not loose heart in implementing cleanliness and sanitation, but try to enforce with great vigour and willingness. THIS IS MY MESSAGE TO OUR PM Mr.Narendra Modi ji. more  

Initially Govt. has to implement the punitive laws effectively. Next generation will get used to it and follow. Sense of duty and responsibility is not there. In Vadodara, road between Genda Circle and Race course circle, is crowded with food stalls. Half of road is encroached by stalls, chairs and parked vehicles. It poses serious risk of accident. These street vendors through left over food in drain and customer urinate around walls of beautiful monuments. Presently, one dead cat is lying on road divider in front of food stalls since last one week. It stinks badly and poses health risk to food lovers. It show level of apathy and acceptance of corruption in public life. Dirtiest thing is corruption, without eradication of it no cleanliness drive can be successful. It will become only sloganeering and waste of public money more  
Recently i had been to Gemany, i have observed their way of cleanliness their way of organizing the cleanliness in a small town by name Walldarf. 1 all houses and shops are provided with two big dustbins with covers 2. all people are advised to put their garbage daily in these dustbins 3. all garbage is to be sorted out as organic and inorganic and should be placed in different bins 4. if there is excess garbage is to be disposed , they have to request municipal authorities they send separate vehicle . 5 all inorganic garbage is sorted as metallic , wood and plastic in a garbage processing unit and paper is sent to toilet paper units . other processed material is purchased by industry as scrape. 6.organic waste is converted to manure. 7. all the garbage is collected in two days , wet on Tuesday, dry on Wednesday in special vans. 8. there are no street dustbins . 9 there is no open drainage in the town 10 all the vacant site are cleaned by municipality monthly once and charged to the owner. 11 all the road side trees are trimmed with special crane top eqipment and tree waste is collected by trucks immediately 12. all water supplied is charged ,likewise all sewage water is charged. 13.if there is garbage dumped on the road , the nearby owner are penalized. 14 if you take your pet animal out , you have to carry glows and waste bag , if it defecateo c you have to clean the same into your waste bag and put in organic dust bins 15 all public places and malls , government offices are provided with two dustbins. 16. there are no stray animals on the road, all pet animals should be carried in a cage. 17.all footpaths are covered with stone tiles , they are only 6 inches above the road, at junctions they are at road level. 18 no foot path is occupied by vendor. 19 all road are marked with parking and non parking signs, 20 on the road speed limit is marked ex. 30 km 21 almost all road junctions are with traffic signals, and zibra crossings 22 parking on the road is restricted to 1/2 hour to one hour, offenders are charged to their account with details sent to home. 23. during snowfall , house owners have to clean the footpath in front of the house. 24. in all public places you have to carry your waste bag and put your wastage in it and put it in nearest dust bin. 25 all footpaths are covering drainage. small opening,allowed at houses and are to be covered with metal plates. 26 all water bottles and other waste bottles are collected at mall and E 0.25 paid in exchange All this was not happened in a day, Germany was completely destroyed during 1945, after that the cities and towns are rebuilt with planning , and dedicated training to children from the age of 3 in kindergartens . my grandson who is aged 5 , after eating cheueing gum keeps it in a paper napkin and through in a waste basket. this is small example, we have now made a beginning in this direction , if we have strong will we can also do it . more  
Unless Central & State Governments jointly operate to make Citizen equally responsible ; Cleanliness & Sanitation which is the prime issue for Healthcare , cannot be and never be set right . Yes please . All Municipalities shall take up the issues a their mandate including the upkeep of Earthen Area in all Houses even Harvesting Pits for generations to live . more  
Exactly it is correct. Cleanliness should initially start at home. Then it can be extended in schools, colleges, offices so on. more
