Commend LocalCircles initiative of Modi Govt
If there was one IT initiative of the Modi Govt that stands out it is this local circles.
I did not realise that now there is a circle on standards.
We must look at standards compliance. See attached water bottle selling near nizamuddin station by the name bislilli with ISI mark designed to fool common people.
BIS which seems to have been given this circle mechanism should activate people to report such malpractices with photographs and then act on them.
If you catch 100 fake isi mark waters, the word will spread.

We, Indians are prone to complain at public places rather than to the appropriate authority with the intention to avoid post complaint responsibilities, which makes the difference.

Any items-which are in demand,gets duplicated,you name Bisleri,Medicines,paints,famous food and masala products,Amul Butter,Milk sachets,shampoos etc etc. In getting items duplicated,the manufacturer and the dealer ,and,some time Bulk Users join together,to maximise their Income cheating the common man. A strong legislation with very high penalty will only reduce such activities.Alongwith we also need the courts to pass the judgement quickly,and,put guilty behind the bars. In the absence of committed organisation/executive /officers/inspectors,Finally,the Government looses,revenue,and,public get poor product,affecting their needs,health,etc etc.

There are also third party quality testing organisations like ERTL, CMRI, UL, FM, etc. who can give certificate as per BIS standard.... I do not agree. BIS is supposed to check the market for right implementation of its laws. I have personally experienced: whenver I have complaint against misuse or abuse of ISI mark, the BIS has gone to the market to check and took action. They also take market study in this respect.

BIS is an ineffective Standards Bureau, which is not implemented seriously bcoz of its inbuilt nature of being voluntary. Private industry does not want to adopt saying that granting of ISI mark is ridden with corruption that unduly add to costs to the disadvantage of consumers. The BIS is also reported to be slow in adopting advancing technology to be update with the market. Yet, it is important for poor and middle class consumers as an indicator of quality standards, take for example, Ceiling Fans with ISI mark which have been tested and put on the website of Consumer Voice. ISI has its own grounds to claim appreciation. And, LCs is a good platform for discussing for and against the marketing of ISI mark.

BIS does not have staff of its own to enforce its rule and perhaps do out sources for the job which has its own problems
