COMMUNITY PETS OR PESTS for GENERAL PUBLIC – STRAY DOGS - it is a problem faced nation wide:
A glance at recorded statistics is alarming. Maharashtra leads in total dog bite cases, closely followed by Tamil Nadu. A street dog bite is a traumatic experience, not just for the victim but also for their family and the community. The fear of rabies often compounds the distress. When rabies is suspected, the bitten individual must undergo a painful course of injections, which are not always readily available in some towns. Dog bites are unpredictable and can happen to anyone at any time.
We respect animal lovers for their compassion toward creatures that cannot express themselves verbally, but the reality is stark: when animals express aggression through bites, the consequences can be lethal.
A Statistical Perspective :
Tamil Nadu ranks second in dog bite cases, following Maharashtra. According to the State Planning Commission, in 2022, Maharashtra reported 45 DOG BITES PER HOUR, followed by Tamil Nadu (42), Andhra Pradesh (22), Uttar Pradesh (22), Gujarat (19), Karnataka (19), and Bihar (16).
In my opinion, the ADMINSTRATION MUST PRIORITIZE sa SAFEGUARDING CITIZENS FROM DOG BITES and BOVINE ATTACKS ON THE STREETS. Tamil Nadu, known for its advancements in human development indices, infant mortality reduction, and poverty alleviation, should also address the pressing issue of stray dog management as a part of its broader development agenda.
Government Response and Initiatives:
The Tamil Nadu government’s approach to the stray dog menace has been circuitous. The Chief Minister’s popular slogan, “வருமுன் காப்போம்” (“Varumun Kappom”), meaning "Let’s prevent before calamity strikes," is a commendable initiative. However, THIS PHILLOSOPHY MUST EXTEND TO TO ADDRESSING the DANGERS POSED BY STRAY DOGS IN PUBLIC PLACES.
Kerala has taken a more proactive stance. The Kerala State Commission for Protection of Child Rights (KeSCPCR) has approached the Supreme Court, seeking a resolution to the stray dog menace. Notably, the KERALA GOVERNMENT HAS SOUGHT PERMISSION to EUTHANIZE RABID and VIOLENT DOGS, following tragic incidents, such as the mauling of an 11-year-old autistic child by a pack of stray dogs in Kannur district. On July 12, 2023, the Supreme Court orally acknowledged the need for a lasting solution to the issue of stray dogs in Kerala.
Awaiting a Resolution:
We, as a community concerned for the safety of children, the elderly, and women, await a decisive solution from the Honorable Supreme Court.
It is also our hope that organizations like PETA (People for the Ethical Treatment of Animals) will consider the safety and well-being of humans as integral to their advocacy for ethical treatment of all living beings.
A balanced approach is essential: ONE THAT SAFE GUARDS HUMAN LIVES WHILE ENSURING HUMANE TREATMENT OF STRAY ANIMALS. Only then can we address the stray dog menace effectively and compassionately. more
