Constipation problem

I have serious constipation problem, My age is 36, weight is 56. I have this problem from last 20 years.

As a home remedy I drink 1 Glass of water as a first thing in the morning, I take less tea, less oil, No Maida. No outside food.
I eat curd, daily I drink one glass of hot milk before sleeping.
even then its a problem.
Isabgol is also not working for me.

There is only one very effective solution for me that is Papaya. But I can't eat Papaya daily, because of its bad taste and get bore of eating it daily. Noone can eat it daily for years and years.

I went to see doctor once, that was 3, 4 years back or this problem, he recommended orange flavor Isabgol kind of powder, which was also not effective for me.

I don't take any stress, I am happy living person, so it is not because of any stress something.

Can you please suggest me constipation happens because of poor functioning of which body organ?

I am struggling with this problem from last 20 years, and managing with these home remedies which sometimes work for me and sometimes not. I don't have any other problem/decease.

Need recommendation whatever can be helpful-
Please suggest me constipation happens because of poor functioning of which body organ?
so that I know the root cause and can work accordingly, Now I am also afraid that because of constipation I may have some other decease in future- Renuka. more
