Corruption in Procurement – Solutions

1. The tendering and procurement system should be fully computerised
2. Digital and social media should be utilized to drastically reduce procurement cycle times
3. The level of human interventions when it comes to procurement should be minimized
4. A detailed list of technical specifications of the procurement tender should be made available online, as well as in leading newspapers
5. The payment system should also be automated
6. Rotation policy should be applied to staff on sensitive posts
7. Usage of middlemen and lobbying for Government procurement contracts should be made illegal
8. The officers should be made accountable for the losses suffered by the Government during procurement under their watch
9. All procurement department employees should be trained on using computers
10. Cost should not be the sole criteria to get contracts
11. Conflict of Interest of the officers should be strictly monitored during procurement transactions
12. The procurement departments should be audited every year.

Corruption in Procurement - Root Causes

1. There are many middlemen working with the authorities and contractors
2. The technical specifications are intentionally made vague to discourage people from applying
3. The vendors in the nexus pay a fixed percentage commission on each procurement contract to the officials
4. The officers do not care about the financial loss to the Government and care only about filling their own pockets
5. Majority of the procurement tendering process is still manual
6. The inspection department which is supposed to overlook the procurement process also loses the plot to corruption
7. The officials resist shifting to a computer based procurement system as it would reduce corruption
8. Instead of being job specific, tenders are made based on specifications which can easily be modified
9. No, or little action is taken against people who are caught in procurement corruption as this chain has deep roots
10. Cost is made almost the sole criteria to get procurement contracts
11. Some foreign suppliers have deep pockets and do not mind paying bribes to get large contracts
12. Politically influenced contractors/suppliers/vendors use their links to get major contracts
13. Many times the contract granting officer themselves are involved in setting up companies on the side with relatives/friends and giving contracts to it.

Corruption in Procurement - Key Issues

1. Procurement tender tech specs are intentionally made vague
2. Later during clarification stage, these are manipulated with preferred vendors
3. Later on, Inspection department also follows corrupt practice by granting concession to agreed specifications & get benefitted
4. Many times, wrong indent value is shown on indent which allows change in type of tender i.e. limited, open, single or propriety
5. Relaxations given are detrimental to specs & two identical parts do not remain interchangeable
6. As per norms, purchases are to be made by calling competitive quotations at least from three suppliers and the firm quoting the lowest price has to be selected. Hence, the suppliers to be favoured are asked to submit 3 quotations, 2 of which used to be in fictitious names and one of them quoting the lowest price is selected and orders are placed
7. In the event of declaring bonus by the local government on a particular crop, the farmers purchase crops from nearby states at lower prices and sell it to the local cooperative societies who purchase it knowing that the crop was not grown in the fields of the sellers. Thus making the farmers eligible for bonus, a portion of which goes to the officials of the societies
8. In all government departments and schools & colleges (irrespective of states), inferior quality furniture is in use. Their records will indicate purchasing of standard quality furniture. The difference in prices between the inferior & standard quality furniture is being used by the suppliers in paying commission to the concerned officials
9. Major corruptions prevail in defence procurement and tendering
10. Government departments have locally approved suppliers who charge 30 to 40% extra
11. Many times, the material is never received in the department/office of the procurer, only bills/cash memos are received and paid for
12. In some Government facilities half supply and full billing also happens. Material enters the warehouse, a receipt is made and it leaves from another gate, only to re-enter the warehouse and re-receipted.
13. Higher rates are approved for lower quality goods received
14. Syllabus in schools & colleges is frequently changed to favour the particular publishers from whom the books are procured
15. Government agencies intentionally procure crops beyond their storage capacity. The excess crops are declared rotten and the cost is written off. A major portion of such procured crops remain intact and parted by officials and political leaders
16. Another grey area of corruption is the procurement of Drugs, Medical Equipment, Health products in Public Health. more

Corrupted --WATER our ELIXIR of LIFE Friends ! Firstly wish you all Shub Ashtamai/Bashaki.. Sir the root cause of this scarcity is our Political Masters vision and policies of appeasement,at partition, when 2/3 of the Indus water ways cusec were passed of to our western neighbor for what GOD knows the there 'TERROR Machine' continues un hindered and gets LETHAL over time.Further mess was to be created if the erst while PM would have signed the TESTELA Treaty where again 2/3 rds of 'WATER SUPPLY' would go to our Easterly neighbors.This is when our Northern neighbor is making the '3 Gorge Damn' ready to block the Brahmaputra so what have you now.All the past 68 yrs the old regime was busy appeasing and lining there personal coffers at Swiss/Cayman/BVI,the Panama Documents make it evident,needless to say further 500 Indians in that --GUESS who? may be most one watches in the idiot box. Topping this up the Central/State Govt promote crops which are unfavorable to cropping as over 60% of our farming dependent on RAINS so why then ---INTENSIVE WATER SIPHONING CROPS are promoted as Sugarcane/Cotton etc and then the Colonial elite Game as Cricket under BCCI is promoted under various leagues as IPL for whom???The Stars/Bollywood/Industrialist/MNC/TNC/Event Companies who rake in millions at the COST of DEATH of our poor farmer legally robbing his only asset,jungle,forest and WATER.This nexus has killed the 'Socio Fabric of this Eco -System' intentionally for GREED/SATTA etc.Are you aware that an average--Water Treatment Plant output is universally 2.10lakh liters/day and that the up=keep of the of the pitch for a 'ELITE GAME of CRICKET' requires 18,000liters/day.So does no the BCCI know this and the States where these matches are played on the 'CORPSES of the FOOD GIVER our nu-privileged Farmer'.So where does the Blame lie and whose is responsible of the DEATHS for FY2004-FY 2014 of 1Lakh 32,00 Farmers and there DEPENDENT at 4/head as a family unit.If you calculate this figures this is more than the DEATHS that were incurred when our NATION has fought WARS/CALAMITIES.Here in am not considering abrupt changes by Climate Change/Global Warming/El Nino etc.US Citizen gets 560liters/capita and we 52litres/capita.At this we should be weeping fr our sacred Farmers who laid there LIFE to keep our Body and soul together.Whereas the WEALTHY/OLIGARCHS with this GREED MONEY buy yachts/planes/helicopter/limousines stash illicit funds/own castles,beaches,islands,reeking splendor of marriages like a Maharaja, is this --JUSTICE.Time to be awake and listen to your antratama and follow its path before it is too late for you and all 125 crores of us -heading for a WATER DOOMSDAY the current 10 States reeling under the same is evident of the future unless some well thought/holistic actin is done as practiced by fore fathers eg reeving yp bawalis,catchments,lakes,hydro dams,forestation,tanks,matkas,protecting our ecological cycle/animals etc .Any way it is your choice have suggested and unless we connect BHARAT with INDIA and promote BHARAT(RURAL) we are nearing our half life period of DECAY.Later more on WATER the ELIXIR of LIFE. Adopt any system one can not say with out corruption .Even if you call for tenders also will submit on different rates in different names. It will be done on influence only. more  
When the Govt does not want to wipe out corruption they will make specifications in a vague manner, entertain bidders of such quality, make their fortune at the cost of public. The Govt and its officials are the root cause of corruption. more  
Following points suggested - 1 Market research should be strong and tenders should be sent genuine manufacturers /approved suppliers who actually deal with tendered items to get right items at right price of right quality. 2 Specifications / drawings should be standardized before tendering and not altered after tender opening . 3 Rates may be compared with last procurement price and present market research price. 4 Negotiation should be done withthe the lowest bidder who has quoted to the required specifications as per acceptable terms and conditions more  
Remember procurement is most important and integral part of any ministries whether it is defense or human resources. 1)Selection criteria for this department shall be of very high caliber and integrity. 2) There shall not be any political interference whatsoever. 3) High level of transparency to be adopted. more
