corruption in public works
this is humongous task since the chief minister downwards are involved in the corruption process.any contractor,including the large corporates bagging a public works order through the government or corporations have to shell out a minimum of 30-35% of the contract value as speed money.the contract itself is awarded only to the lowest bidder.so how does the contractor manage?by using low grade material etc..perhaps,a continuous process audit by an independant firm of technical consultants,enlisted by a reputed institution may help resolve quality issues and ensure technical compliance.this system is followed by institutions like the world bank,where a developmental project is funded by them. more

I think the reason for unchecked corruption is difficult procedure to complain. If the procedure is simple and not disturbing the complainant, we can expect someone may try to complain. Presently only harassed people are giving complaints not one or two time givers. If the quality of public work is not good it is known to many people involved in the process of work sanction and execution but none reports or complain. why. Any qualified engineer can see the quality during construction, but no one checks and complains. why? Finally. Any public work continues for long time, no department checks the quality. No one bothers unless there is complaint or audit report. If there is no complaint, the defects are not visible to any verification department. We expect that Some one from the sky come and save us we do not complain. Heavy taxation is also another culprit which prompts people to avoid paying taxes and go for easy money.. Can someone tell the role of CAG and its Report? This report, statewise, should be published for the viewing by common man with details like work, scope of work, its contractor including the Directors/Partners and the like. Such transparency would be a deterrent on those indulging in corrupt practices. more

The only remedy is to complain to the ACB/CBI with all facts and figures and get the cheats arrested. They will keep your name confidential, if you ask them to do so. more

Gandhiji had said that he would make all the wine shops shut if he came to power at least for a day. Rajaji mulled winding up of Public Works Department due to rampant corruption. I my self have burnt my brain a lot thinking how to prevent this Contractor-Officials-and politician nexus from looting the Govt.treasury on account of Public works . Finally ,I am also for "China method". more
