Yes, that is the reason why most govt. institutions are not able to deliver as if the director is from other group he/she cannot bother to implement even government/departmental order. Such things causes frustration for dedicated worker whereas it will give life to work less people. Ultimately people of country are in loss. I think concern department should ask such director/head about result after given time period. more

Every sector needs care, differentiating the corruption and efficiency of work should be analysed and if the system is wrong then that should be changed by ever government so as to take the state as a developing state in terms of financial position, education, resource development, etc., more
