Corruption in Tendering: Inputs Sought

Recently, we at Railways conducted an internal exercise seeking improvement suggestions from our employees. One of the key concerns raised was around corruption in tendering.

With this post, we want seek citizen inputs on various corruption issues faced in railways tendering. The objective here would be understand them and then ensure that the systemic solutions we are developing to make procurement more effective addresses such gaps.

Only one email id for railways to receive tenders. online tender submission within a 5 minute time slot. railways officer not to open any tender emails during this time slot. tender documents of all bidders to be printed at once and selection made public.. more  
Hi Team, Tendering should be through online,Atleast with this basic step improvement will start, We can take learning from coalmines execution which is recently started and giving productivity to Nation more  
Sir: corruption is there so as you submit your tender in the proper way, with correct details, honesty plays a very important role in tendering, correct information, genuine documents, payment/bank details proofs' all statutory requirement are necessary, otherwise lead to corruption, bribing/giving and taking. Pleas take this for granted. This is India, and we are Indians. more  
To reduce corruption even further, the next step is to hire millions of qualified young patriotic graduates and double the number of police and CBI staff, RPF, security force, and especially BSF, etc. that will reduce the crime/corruption in many areas in many others ways. Plus police law enforcement branch and investigative branch should be separated; Police officers are overworked and under-staffed. more  
This is an important issue. The tendering need the following: (i) Job needed to be specified [ including time to finish] properly with approval from departmental head. (ii) Job worth of estimated Rs 10.0 Lakhs to be notified to local capable and approved contractor and quotation to be sought from at least 3 - vendors/ contractors for subsequent scrutiny, negotiation and ordering. (ii) Job worth of 10-90 lakhs may be done through advertisement in local News Papers. (iii) Job worth of more than -90 lakhs should be done through advertisement in the National News papers. After placement of order job progress to be carried out following bar char / part CPM, and inspection of completion of job to be done by appointing 3rd party { may by approved capable person / group from other section or division].
