Corruption in Town and Country Planning Depts - Inputs Needed
As reported by some of you, this department within the state is a hub of corrupt practices.
The town & country planning dept is responsible for city/rural master plans as well as the approving body for construction activities carried out by developers/builders etc.
We would like to seek all your inputs on the various ways corruption takes place in this department. With your inputs we would like to understand the subject better and then have a separate discussion on how through systems/process/controls such corrupt practices can be minimized.

Issues - Illegal construction - Regularization of illegal construction - Patch work roads - Roads that do not last a year Solutions - Govt jobs should not come with job guarantees. If found corrupt fire them on the spot and arrest them. - No one works in isolation they work as a pack, each protecting the other. If there is even a hint of corruption they need to be isolated and tracked. - Punishment should be fast and swift. - People should be rotated out of departments and location every 2 years. No one should stay in the same city / role for more than 2 years. - Middlemen and agents should be watched and they will lead the police to the corrupt officers. more

Its a universal truth that the Country & Town Planning Department is a depot of corrupt people and they leave no opportunities of extracting money illegally from those applying for approval of any plan of constructions. Not necessarily every one should experience an event of giving bribes to comment but can conveniently extract the substance from the bitter experiences of the people of his surroundings. Giving bribes to the people of this department as well as those in the municipal corporations have become self made rules. more

There is no need of asking for complains, it is a eye wash. Numerous genuine complaints are given in the digital forms like Twitter , e-mail and submitted to ministers & high officials. You just mere work on it , simply give 10 mnts. on each complain, you will change the India. Start from small area like sector, village, tehsil, districts, state etc. No one , repeat no one is seriously want to resolve the issue, making a huge data base is useless. more

All these exercises are useless because corruption in these departments take place through established clandestine channels with the builders. Which Builder is going to hit his feet by the axe that will finish his business? more
