Corruption in Delhi - Solutions

1. CCTV cameras should be installed in every Government office
2. Government departments should be computerized
3. Processes should be automated
4. Procedures should be made smart and transparent and on the web
5. Human interactions in Government departments should be minimised
6. Licences/approvals for businesses should be bought under one window
7. Set guidelines should be made for online approvals
8. Rules and regulations should be printed and put up on walls in all Government offices
9. Delhi police should be controlled by state Government
10. A strong anti-corruption law should be established
11. Corrupt officers should be identified and suspended
12. Citizens should be encouraged to report corruption
13. Every department should have a citizens circle, it will automatically bring transparency as corrupt will be reported
14. The identity of the person who reports corruption should be kept secret
15. The process of filing an FIR should be made easier
16. Licenses of the schools caught asking for donations should be revoked
17. Application for new water/electricity meters should be done online
18. Tax/VAT refund should be automated within a fixed duration

Corruption in Delhi – Root Causes:

1. Greed to make as much money while in position of authority
2. Chain of corrupt officials make it hard for the honest ones to survive/get work done
3. Interference of politics in governance
4. No fear of law among citizens
5. Lack of job security
6. Cost of living is becoming higher
7. The ‘me first’ attitude among citizens
8. People want to save time
9. Officers have a lot of authority
10. Work is usually done faster when a bribe is paid
11. There is a lack of control/supervision over Traffic police
12. Lack of a strong anti-corruption law in the state
13. A lot of Government offices are still technologically backward

Corruption in Delhi - Issues

1. Traffic police asks for bribes to let go of challans
2. Police asks for a bribe to register FIR
3. Schools ask for ‘donations’ for admissions
4. Work cannot be done at the property registrar’s office till you pay a bribe
5. Police asks for bribe to let you complete construction of house
6. Bribes necessary to get a new electricity meter or water meter
7. Bribes are asked at the RTO to get a driving licence
8. Officers at VAT registration office ask for bribes
9. The Provident Fund department will not release your money unless you pay them a bribe
10. Income Tax inspectors take bribes and do not fine businesses for tax frauds
11. At the time of getting Birth/Death Certificate MCD officials demands some money
12. Getting a marriage certificate appointment without a tout/bribe is almost impossible
13. Businessmen needs to pay a heavy bribe to get a VAT refund
14. One needs to pay bribes to DDA to get any work done
15. Inspectors ask for a bribe during passport verification
16. Hawkers bribe the police and food department to be able to keep running shop

Who else then the present CM knows it the best - ONLY ONE major step would do a miracle. Think of a machinery which produces a product. If the machine gives defective output one does not go on identifying & rearing each & every product. The right step would be to set right the defect in the machine itself. Then the output product would be as required, except for some defect which can be individually repaired. SIMILARLY All will agree that the entire country is run by government machinery which ultimately is in control of the BUREAUCRATS. At a country level one cannot afford to go by identifying small/ individual problems. Most important first step would be to see that the machinery which runs it is in proper place and running EFFECTIVELY. Thereafter individual issues within the system can be identified & rectified. SET THE GOVERNMENT MACHINERY IN A CONDITION SO THAT IT WORKS AS IT IS SUPPOSED TO BE.......... more  
Medical corruption is something that directly impacts a large number of people. Medical Representatives directly bribe large number of doctors to prescribe expensive medicines, needless investigations asked for by doctors generate commission by labs (we all know about SINK test). Code of conduct is openly flouted by such doctors and pharma companies and the worst thing is that the enforcer - MCI, does absolutely nothing. We talk about corruption in government entities, but this is something that impacts us practically all of us at almost all the time. more  
Even if you are honest, in some cases, you are forced to pay bribe to get some works done. I would like to say 2-3 things here. I am staying at Sahibabad, Ghaziabad. If you go to the Nagar Nigam office to change the name in the records of the Nagar Nigam, they ask you to bring a lot of supporting papers. At least, you will have to visit 3-4 times to submit the application. Even after that, if you do not pay the bribe, they will keep your application in their files for months. Otherwise, they will throw it in in a dustbin. The matter is that they do not give any receipt as proof of receiving the application. If you give them Rs. 1500-Rs. 2000, they will do everything in the same day. It happens in the Electricity office if you want to change the name, if you want to increase the load of the meter or if you want to change the faulty meter. Yes, you can submit an application, but they do not give any receipt. Therefore, we do not have any proof towards submission of application. In the police station, they do not accept FIR for loss of vehicle or any thing else, if you do not pay the bribe. Here, we must understand that if I am the applicant and am earning Rs. 1000/- per day, I lose Rs. 3000 to Rs. 4000 as salary for 3-4 days to get the things done in a government office. If you pay Rs. 1500/- or something as bribe, everything is done quickly. I really do not want to pay any bribe. But to avoid these kinds of harassments, we are compelled to pay bribe. more  
I have few things to say about solutions. 1) Merely installation of CCTV will not do unless they are properly monitored and maintained. Many times it is noticed that at the time of crime CCTV were either not working, out of order or there was no power at that time. In such cases the Purpose of CCTV is defeated. 2) One solutions about revoking recognition of those schools which are caught asking for donations. That is an I would suggest that the G absolutely unacceptable because it will put a question mark on the future of those students who are already studying in that very school. Instead of de-recognising those schools and putting the future of students in difficulty, I would suggest that a provision should be made in law whereby the govt take over that school and the DM of that district or any other govt. officer is made chairman of the governing body of that school and take the control of that school. 3) I also disagree with Mr. Ramesh Vashisht that if every thing is done as per law, no body will be able to ask for bribe. People do find ways and means to do so. Secondly you can never be perfect. I will narrate you one of my experience. I was in the Jaipur one evening, my son was driving and I was sitting at passenger seat. A police man asked us to stop and then he checked the car. Both of us were wearing seat belts so he could not found fault with it. he checked all the papers which were in order. He then said that we are travelling with high beam in the city area which is punishable with a fine of Rs. 300/-. By that time I had stated losing my temper. I asked him, show me any car which is moving on low beam, in fact most of the people do not know the difference between low and high beam. At the same time this area is dark and therefore high beam. I also told him that ours being Delhi number, you are unnecessary harassing us to extract some money. In the mean time my son told him to make a challan and if we are wrong we will pay the fine but not pay you a single penny. Red faced, he allowed us to go but this can not happen with every body who is either ignorant and does not know the rules or would like to avoid the harassment. more  
WHAT ABOUT THE PERSONAL VEHICLES, NICELY KEPT AND MAINTAINED, WHICH ARE OVER 15 YEARS, BUT FIT FOR USE/ROAD ARE HANGING IN THE AIR ???? EVERY CAR , OVER 15 YEARS, IS NOT UNFIT BUT INFLOW OF NEW CAR ENTRY IS TO BE RESTRICTED UNLESS IT IS SUPPORTEED WITH THEIR PARKING SPACE AND INCOME TAX RETURN WHETHER OR NOT THEY CAN AFFORD THE CAR. FOR CONTROLLING THE POLUTION PLEASE DO NOT RESTRICT THE OLD VEHICLES FOR THE SAKE OF ACCOMMODATING NEW VEHICLES. AVERAGE INDIAN CAN NOT AFFORD TO BUY NEW CAR EVERY 4TH OR 5THYEAR UNLESS IT IS COMPANY OR GOVERNMENT RUN CAR more
