Key corruption issues in Delhi

1. Traffic police asks for bribes to let go of challans
2. Police asks for a bribe to register FIR
3. Schools ask for ‘donations’ for admissions
4. Work cannot be done at the property registrar’s office till you pay a bribe
5. Police asks for bribe to let you complete construction of house
6. Bribes necessary to get a new electricity meter or water meter
7. Bribes are asked at the RTO to get a driving licence
8. Officers at VAT registration office ask for bribes
9. The Provident Fund department will not release your money unless you pay them a bribe
10. Income Tax inspectors take bribes and do not fine businesses for tax frauds
11. At the time of getting Birth/Death Certificate MCD officials demands some money
12. Getting a marriage certificate appointment without a tout/bribe is almost impossible more

The JAM imitative of the Govt can take care of providing subsidies to the PDS kerosine consumers as has been done for LPG. The impact on commercial vehicles/ railways/defence can be overcome thru budgetary supports - out of elimination of subsidies the Govt provides year after year on the budgets. more  
More serious corruption in petroleum products sale is adulteration of petrol as well diesel with kerosine. The price differentials between petrol and kerosine as well as Diesel and kerosine are the driving forces for this adultratiom. If retail prices of all the three fuels are made same adultratiom will disappear overnight. This will also do away with various measures taken by oil companies at the instance of Govt such as GPS system for trucks carrying fuels from depots to retail outlets, use of a dye in PDS kerosine so that it can be detected if mixed in petrol/diesel. The oil companies will also be saved of the policing job thrust on them by the Govt to check adultratiom - for which they are ill equipped. Various committees set up by the Govt have time and again recommended equalisation of prices of theatre fuels. These committees have also quantified the loss due to adultratiom by way of wear and tear of the vehicle engines, higher fuel consumption and serious atmospheric pollution that the adulterated fuels cause as their specifications get seriously altered when petrol and diesel are mixed with kerosine. However, no Govt has had the courage to take this obvious measure to root out this huge source of corruption all over the country! It appears that there is a strong nexus between our law makers, civil supplies departments, district administration and police who are the beneficiaries of this adultration - the amount runs into several thousand crore rupees annually. The loss to the nation due to engine wear and tear, higher fuel consumption and pollution also has been quantified by various committees to run into several thousand Cortes of rupees. We are all aware of IOC's brave officer Manjunath's killing at the hands of the adultration mafia. We are also aware of a deputy collector burned alive in Maharashtra simply because he refused to be part of the Mafia and join the loot. I wonder if the Delhi Govt can take up this major corruption issue in the country. Needless to say, the ill gotten money in the hands of the Mafia leads to other criminals activities and perpetuates crime. more  
I disagree with comments of Mr Manish Snha reg tricks employed by retail outlets of Oil marketing companies. All thse issues can be taken care of if the customer is vigilant. All he has to do is to take the trouble of getting out of his car and check zero before start of filling and the meter reading - volume as well as amount and then pay the bill. What is difficult to check are the faulty meters which are checked by the Govt's weight and measures deptt periodically. All retail outlets have kept calibrated can to verify that meter is correct . Otherwise complaint can be lodged. In fact the designated company officer can be called to the outlet and complaint registered in front of him and take his acknowledgement as well. more  
Theft of petrol at Petrol-Pumps by cheating customers using some tricks at refill points!! ========================================================= Dear all... THIS IS A SERIOUS ISSUE/CORRUPTION AND I HAVE SEEN THIS QUITE A FEW TIMES AND EVEN CAUGHT RED-HANDED THRICE. I HAVE CAUGHT THIS THEFT IN TWO PETROL PUMPS IN WEST DELHI - 1) ONE IOC PETROL PUMP IS ON MAYAPURI ROAD ON THE LEFT AFTER SHOWROOMS 2) OTHER IS ON DEEN DAYAL ROAD ON LEFT SIDE RIGHT WHEN YOU TAKE LEFT FROM A SMALL CHOWK (T-POINT) AFTER SWARG ASHRAM MANDIR TOWARDS GHANTA GHAR. Please tell me how can we stop all this happening and it is really a major issue. We need a point of contact where we can raise such issue. Most of you would have felt that petrol of your car/bike gets over sooner than what you would expect it to run. This saturday when i caught them red-handed they started arguing with me..fight was to be broken - i had to leave as i had no proof. They generally follow below two tricks to make profit against petrol filled... 1) When you stop at petrol point of refill...the guy filling the petrol will stand just before you so that you are not able to see his hand movements and meter clearly. During the time petrol is filling, a guy on the other side will initiate some talks with you asking for either bill/service etc etc..so that you leave sight of meter and of the guy filling the petrol. At times, in case of car some other guy will come with the purpose of cleaning the windshield and will engage you. During the time you are engaged answering to the other guy, the guy filling the petrol will suddenly push some buttons on the meter ( probably reset and then some lower amount - i am not sure what exactly they do ) You will end with filling petrol for lesser amount and you will end up paying full amount. I caught this red-handed this saturday at petrol pump on DEEN DAYAL ROAD. I had an argument with them and they refused to agree..probably because i caught them right before the guy was going to tamper the setting. I saw his hands movements when i caught. 2) This is second trick that they use often. I have seen this happen mostly with bikes. This happened with me 2 months back at mayapuri road petrol pump. If you ask them to fill for Rs 300. They will fill for Rs 100. When you tell them that you asked for Rs 300 - the guy would pretend that he did not listen it right first time. PLEASE NOTE THAT at this point he should rather re-set the meter again and start filling for Rs 200. So that total petrol amounts to Rs 300.. BUT what he would do is he won't re-set the meter ( meter stands at 100 ) and he re-fills again for Rs 100 so that meter now shows Rs 200. Note that this time he just filled for Rs 100 though meter will show 200. He will then tell you that he earlier filled for Rs 100 and now it is 200 so total is 300. But this is a cheating as he did not re-set the meter after ist filling of Rs 100. When you encounter such issue stop at ist refill and pay for that amount or ask them to re-set before start re-filling again. Cheating petrol is a big crime and i am sure this is happening at most of the petrol pumps. I want to lodge a complaint against such petrol pumps. Note that all workers/re-fillers over there are one and know everything. It is their trick to cheat and earn money on daily basis. Please join me whoever is willing to stand against it! Cameras at petrol-pumps can help reveal such thefts. more
