CORRUPTION
I am an AAP volunteer and resident of ED Block Pitampura multi story DDA colony Located bang on on 'Outer Ring Road' Junction called 'Madhuban Chowk'. The colony came into being some where in 1982.
As per the Mixed use policy of the Govt for commercial activities in residential colonies .....
1. Generally put, only upto 25% of the plinth on only ground floor of a flat can be used only for retail shops.
2. Commercial activity is permitted only accross service roads.
3. The shop owner has to be resident of the colony utilising the balance 75% or more plinth as his flat.
4. The liability of providing parking space and cost there of for his customers is that of the Resident cum Shop Owner.
5. The liability of degraded social environment involving Law and Order, inconvenience, security, traffic conjussion etc, caused to the other residents and public in genral, is that of the Resident cum Shop Owner.
Facts on Ground are
1. 100% plinth area of almost all ground floors flats facing two major roads (both devoid of service roads) is being used to run posh show rooms, medical set ups and the like . 100 % plinth of a large No of upper stories has also been heavily modified and fortified for commercial fuctioning.
2. Most of these structures are bang on the Heaviest No1 road of Delhi 'Outer Rimg Road' and equally heavy Rohini- Netaji Subhash Place Road.
3. None of these commercial structure owners are residents of the colony. Through the Malicious and Brute use of Money and muscle power, some of these NON RESIDENTS have also become members of the 'Mangement Board' of the RESIDENTS' Association.
4. Parking space belonging to the Residents has become a Garrbage dump of Commercial Vehicles of the NON RESIDENTS and their customers. These vehicles Spill over to the Outer Ring Road Junction causing round the cloak chaos at the junction.
5. They vouch for no liability.
6. A Formal DDA maket sharing boundary wall with the colony has most of the shops lying vacant since 1982. Loss of revenue off theese vacancies is being born by the RESIDENTS.
ALL THIS IS HAPPENING NOT JUST IN THIS COLONY BUT ACCROSS ENTIRE DELHI.
MCD is accountable for all these DEEDS!

DO WHAT ?
1. Keep thinking and do nothing? where is the end?
2. Caccoon up and hide in some hole? Is it feasible?
3. Keep bribing and stay in misery as a slave ? What worth is such a life ?
4. Become a 'scholar and know all man' ? Not a single soul will stand by you and you will be killed, humiliated or subjected to disgrace with a blackened face !

Dear Mr. Nirvar....I truly agree with you......not only your colony.......even entire delhi has been pushed to such culture to grab the land use change opportunity. I am not against the livelihood of lakhs of people but these people are actually selfish & self centered who just used bribes to Police and MCD to get over the problems and spread business over complete ground floors of almost every flat/ house. I would rather suggest you to file a petition in high court with the help of Lawyers who maybe volunteers with AAP and ready to push this forward in public interest. more

Commercial usage of streets are normally approved on the pretext of availability of minimum parking. But this norm is being floated.... Such conversions are happening blatantly in all parts of Delhi because people have no fear ....... Even malls do use their basements for commercial purpose rather than parking, for which it was approved.... more

Well said. If AAP wants to show that they are for eradicating corruption in Delhi, top leadership will have to take cudgels with MCD in whatever way possible. Then and only then AAP volunteers will feel motivated for a change in the right direction more

It has got sanction from the Ministry of Urban Development , it has made Rules and regulation which are not monitored, by the department , Only solution ids the filing of petition in Delhi High Court for which a lawyer will charge a fee of about Rs 50.000. Plus , it is violation of Ministry order so it is duty of the Ministry , to take action against , DDA and MCD .who are protecting the encroachments after having a protection money which go upto the Ministry , . more
