Covid -19 state progress

Please see attached. Share your inputs on whether the covid 19 lockdown relaxation should work at a state level or district level. I feel state level there are no borders between districts in a state. At state level the chief minister should be held responsible in making the state Covid-19 free.

Here is the status of large states:
1) Alarming: MH, GJ
2) Rising active cases: MP, UP, AP, WB, BR
3) Good recovery: KL, HR, TN
4) Improving: KA, TS, PB
5) Second wave: DL, RJ more

Death cases are NOT being shown in West Bengal and infrastructure is pathetic more  
Identify the red zones and implement lockdown strictly in those places. Other areas may have relaxation for economic activity (mainly agriculture and some industries including export oriented) with due restrictions in place to be observed strictly. economic activity doesn't include car manufacturing etc., which is not at all essential and even desirable. See the health gains COVID19 has brought to us as a by-product and take advantage of it. more  
As Raghuram rajan stated, the initial lockdown is justified. But now not only people, but also livelihood should also be considered. The lockdown should be based on local containment zones. more  
LC Members on 8th April itself suggested this. States still to locate Centralised Isolation, Quarantine Centres. Attacking Medical Staff ALSO TO BE STOPPED VOLUNTARY HELPING MEDICAL STAFF AND POLICE more  
It should be based on hotspot and containment zones more  
The policy made by the Govt are not conforming to the ground realities or not being implemented with soul and spirit. In spite of all out efforts made by the law enforcing authorities, still there is lot to be done to ensure the lock down. The co-operation by the environment is most desirable besides the Govt efforts to fight with Covid-19. more
