Covid- Quarantine...

A simple question for our Coronavirus experts:

Do Indian States have their own "quarantine rules"?

My understanding until now has been that a compulsory or suggested quarantine period is not more than 14 days.

Our driver went from Delhi to his home in Kangra/Himachal Pradesh on the 10th of May, helping a super-senior couple drive their car up to the same village as our driver's.

At the Kangra border, the driver was issued a Cert asking him to be in quarantine from May 10 until June 08, 2020.

That's why my question: Do Indian States have or can they have their own "quarantine rules"?

Most States are following the WHO guidelines of 14 days quarantine. Medical Researches over the years have found that if proper rest, medication and good balanced diet is given to a person who is having some infection, the healing process can complete in two weeks to enable him to be back on road to recovery with care and attention. Kerala having more literacy was able to arm the citizens with knowledge in protecting themselves as also keeping the virus at bay by social distancing. However the influx of Foreigners returning who despite having knowledge and education yet some slackness resulted in a little spread any how. We saw how an adamant Uttar Pradesh & Bihar Government refused to take back migrants whereas the same states welcomed the NRI's flying in. Mr.Yogi Adityanath chartered buses to bring back students from Kota (Rajasthan) but would not extend this service to migrants who trudged thousands of kilometres to return to their homes. While Delhi Deaths due to Covid make headlines which even has the Courts breathing down on the neck of the Government, there's no such issues in UP, Bihar, MP, Gujarat or neighboring Haryana. While Government at Centre through their mouthpieces request Opposition to not play politics with the pandemic, they keep doing it all the time. To the extent that BJP National Secretary J.P. Nadda who is a Doctor himself exhorting party workers to focus on polls now with the good work done by the PM in containing Corona. more  
Since, Lockdown 4.0, States have been allowed to frame and implement respective rules, impose Curfew/restrictions. Always a good idea to check rules of States through which one transits and the destination State before taking up journey. more

Sir, as far as I understand, the suggested maximum quarantine period for non-covid cases is 14 days. The state govt. are free to make their own rules within the frame work of central govt. guidelines, as applicable from previous lock down. more  
None of the agency responsible for implementing various precautionary measures is clear as to what and how to implement. We do not have an SOP for necessary action to be taken. This is the reason for confusion in implementing the various instructions from the Central Govt. more
