Seems, this has been asked long back. Here are my thoughts or questions? - Why there is a need to find out local black money before finding global? - Why government is protecting people with large amount and trying to find out small chunks? - What is the reason to pick small fishes leaving big in the system? more
Local arrests routes the issues to callback Globally stacked Black Money . Many cases are still pending in various Courts for some reason or the other while those stored in Foreign Countries do need that Country's permission for disclosure , finalization to Back . THE ISSUE OF PRIVACY AND SECRECY OF BANK ACCOUNTS IN INDIA ALSO MIGHT RULE THIS ISSUE OF ABROAD .

When such Funds & Finances besides various Assets are to be deemed to be the Income and Wealth of the Indian Nation itself , it is the issue of the Rule under the Constitution which specifically directed for a Rule that arrests Wealth Concentration and that to be set to sub-serve the common good as contemplated in article 39 b and c .
The neglect , continuance and carry is still not being opted by the Governing Bodies of our Constitution as well as the Chief Executive , the Honourable President of India . more
1. Strict investigation & Vigilance fixing slabs of 2 & 10 thousand for Business and Salaries in cash making Compulsory even in Government Receipts . 2. Fix relaxed Wealth Tax defining Wealth to be taxed and enforce linked vigilance for all Businesses enforcing the provision of article 39 to sebserve the Wealth to the common good and , honouring the responsibility of Land Ceiling , Income Tax and Wealth Tax etc., set for this purpose of general public . 3. Operate Vigilance Report Desk enabling Reporting through Cellphone and e-mail making it mandatory to not to disclose the name and numbers of these Reporters . more
Govt should encourage people to invest money in different funds with tax free returns . In India people are afraid of taxes. They have money they want to invest but wish Govt. should not look into their wallet. and that is why they invest property. because they know that govt have no traking system or no access. If Govt can encourages a conman man to invest in type of mutual funds and , not Govt funds, I think huge money can be generated for development of the country. India has potential but lake of knowledge and awareness is problem. This is evident from the fact that local chit fund co. collect thousand of crorres money from poor and middle class people. more
