Create a change in working
1) Branch of every department of Govt under one roof in every constituency of delhi for document collection and enquiry only.
We have to set some rules to function our Delhi Govt. or MCD/NDMC employees. There should be drop boxes at every departments of Delhi Govt. or MCD/NDMC.
All departments are to be Computerize. Every applicant should be allotted a REQUEST NUMBER if it is a walk-in applicant.
Delhi govt. offices or MCD/NDMC should accept any request online and allot a REQUEST NUMBER to that applicant. The applicant has to visit Govt Office in his constituency and have to take a printout from automatic machine which dispense full application after entering REQUEST NUMBER. This will help to check that applicants REQUEST NUMBER is within TAT or not. Applicant has to prefix automatic generated application with relevant documents and drop his documents in DROP BOX.
For this we can establish drop box mechanism at every center. The documents can be submitted at remote offices up to 4:00PM and after that a courier can be arranged to deposit that documents to main office at secretariat.
TAT for document submission for online application should be done within 3 working days from online submission date else the REQUEST NUMBER generated online will stand cancel.
Status of REQUEST NUMBER should be seen online or can be SMS to applicants registered mobile number; displaying date of completion (it will be same as allotted in Request Number Receipt.
2) Reward n Recognition Program and Penalization Program Govt employees.
Every applicant has to submit Rs 10 as processing charges against that REQUEST NUMBER. It can be submitted in a form of postal stamp of Rs 10. This can be used in Rewarding efficient Employee.
We have to set some rules for penalty and rewards of employees of Delhi govt. offices or MCD/NDMC offices.
In this a penalty of Rs100/- for non-performance should be deducted from that zonal office of MCD/NDMC and a red mark should be ticked on service record of that MCD/NDMC official. This should be for every non-performance.
TAT for counter delivered REQUEST NUMBER should be 4-5 working days
TAT for online REQUEST NUMBER should be 7-8 working days
After this TAT if work is not completed then we have to start Penalization Program. And if TAT is met then we have to start Reward and Recognition Program.
The amount of money collected as processing charge can be distributed into that particular department only. Let suppose, if 100000 applicants has submitted there request in different remote offices then Rs 10 per REQUEST NUMBER the amount collected is Rs 1000000. Then we can check how many applications has been worked department wise. Let suppose for DJB we have received 1000 applications then Rs 10 * 10000 = Rs 100000 is collected as processing charges for that department. So, this Rs 100000 is to be distributed among employees of that department only.
The Rewards should be given on quarterly basis. And it should be given to employee whose Performance Rating is 0. And Performance Rating is decided upon his Service Record book. If there are no RED MARK in his SR Book then his Performance Rating is 0 and is there is 1 RED MARK in his SR Book then his Performance Rating is 1 and if more RED MARK in his SR Book then Performance Rating is 2.

There are many instances which can effect Performance Rating of employees.
1) If TAT of work allotted is not completed then Performance Rating1 should be 1. And if TAT is met then Performance Rating1 should be 0.
2) Govt. Employee are coming late or leaving office early.

We can introduce biometric system in all the offices to mark present/absent of the employee. An employee has to punch thumb impression at the time of coming and leaving office daily. So, we can calculate his working HRs in the office on monthly basis. If working HRs are less than required working HRs per month than he has to compensate for lapsed working HRs on any Saturday of that month otherwise his Performance Rating2 should be 1. If employee met with required working HRs in a month then Performance Rating2 should be 0.
Performance Rating can be calculated as per below formula:
Performance Rating = Performance Rating1 + Performance Rating2 more
