Creating Local Anti-Corruption Circles - Inputs Sought
I am in favour of state level circles. City level/district level members may roll up. State level will give more strength due to numbers. On the other hand, with more complaints/follow up requirements, documentation, is there any plan to have some full time/part time/volunteers to take care of those tasks? more
Mr. Ranjit Biswas is understood the nature of corruption how it grows in society. Even many people I observed are feeling proud and smart getting their work done fast and easily by paying extra and negotiated amount. This attitude plays major part in creating corruption. On the other hand, I too observed self respected people who also get their work done by struggling in right and ideal manner. Thanks to Mr Ramachandra Arugollu suggested us to create a local circle against corruption and anti-social elements. I feel local circle alone cann't do anything to root out corruption. Before starting a local circle, the following points are necessary to focus attention to governing bodies: 1. Creating Local Circle for root out corruption and anti social activities, governing body should implement a provision that requires to get registered with Governing Agencies (CID, RTI, Consumer Forum, Health Care etc.) to deal with the respective activities. 2. Identity Card may be provided to deal the case with public. 3. Every local circle member after collecting the case, should discuss with respective governing functionaries for proper solution. 4. After arriving proper solution, he may prepare CASE STUDY and put it in LOCAL CIRCLE for informing all the members around Bharat as well as world. more
we all are correct and have valid points, unfortunately all the issues are entangled in a mess which would point to our judiciary, police and lac of transparent rules ,enforcement and interpretation. Having said that our system has been so prone to this environment and local bahubalis our so called MLc's/MLA's play a major role in rotting the system ,also different local bodies have a different flavour to corruption.hence to address and monitor the corruption at a grass root level seems appropriate for me. As far a s process is concerned ,i believe it already exists (very much buried in constitution, that needs to be strengthened by taking cues from all local level issues and ensure tha it works ) This could be a secondary stage though.
