Criteria for selecting a Smart City - Inputs Needed

Dear all:

Most of you are familiar that India is working on having 100 smart cities across India.

We really appreciate your inputs in helping define what a smart city should have.

Today, we would like to seek your inputs on what should be the selection criteria for selecting a Smart City.

Smart City! With such kind of mind set & Stagnated Sarkari Approach? There is no point in taking Brooms & swiping a patch of ground for big publicity, as long as we see no DUST-BINS across the streets in India including Capital & Metro-Cities. Small countries like Singapore / Malaysia / Japan / Thailand / Sri-Lanka had installed Litter-Boxes at every 100 ~ 200 meters in every street - decades ago. We only plan for Crores of Budget every year with well planned Scams in advance for looting public funds with ZERO result of actual implementation --- while SYSTEMS are at deep sleep. We need immediate implementation of: * Clearing the existing Garbage Collection Boxes in every town/city within the schedule – with penalty on Officers & all staff for not discharging duty without justified reasons! * Installing of dust bind in Streets / Vegetable & Fruit Markets / Bus-Stands / Eat-outs / Public Places etc. Otherwise just a few of us will continue to carry papers & plastics in our pocket till we reach home & look at some kind of news once in blue moon. more  
We must keep in mind that smart cities are uniformly distributed across the country. This will be in line with equitable and even development. North Bihar is the political, economic hub of Bihar and also close to border with Nepal. One city of 100 all over the country may be selected for this backward region. more  
FIRST,MAKE PLANS TO TERMINATE FILTHY WATER STREAMS AND RIVERS LIKE COUM RIVER IN CHENNAI OR SUCH FILTH CARRYING RIVERS IN DELHI,MUMBAI,CALCUTTA AND ALL CITIES AND TOWNS IN INDIA.ALLOW THESE FILTHY WATER, FLOW THROUGH BIG PIPE LINES AND TAKE THEM TO WATER TREATMENT PLANTS AND NOT TO RIVERS AND SEAS.THESE FILTH CARRYING RIVERS ARE HAZARDOUS TO PUBLIC HEALTH AND ENVIRONMENT.UNLESS THESE MEASURES ARE NOT TAKEN AND IMPLEMENTED,SWACH BHARAT PROGRAM WILL NOT BE A SUCCESS. more  
A couple of cities should be targeted initially for development of smart cities on the basis of appropriate analysis. If simultaneous development is started across many cities, it will be very challenging to rectify any errors and bring in design improvements. If a couple of smart cities r first built, it will be easier for citizens to judge if there r any drawbacks and correct it accordingly more
