Decentralization for Better/Faster Delivery

As many of you may be aware, Railways is decentralizing decision making at the zone and division level by providing full powers to zones in regards to expenditure, reappropriation and sanction, subject to them meeting proportionate earnings targets. This is expected to make the railway zones autonomous and accountable as opposed to the previous model of centralized decision making.

With this post, we would like to seek your ideas/inputs on how Railways can implement this effectively and have a robust decentralized system that allows for faster decision making and delivery while ensuring accountability and transparency.

Decentralizing decision making at the zone and division level by providing full powers to zones in regards to expenditure, reappropriation and sanction is the BEST thing Railway Ministry can do in the 2016-17 Railway Budget. Honerable Railway Minister is having a detailed report. Why delay in implimentation? The Head count in Railway Board can be reduced to half of today strength, reducing overhead cost. Administration will be more effective & customer frendly. more  
*Decentralisation of administration is more effective* *It is a good step. If beaurocracy takes objections they may be told to go while passing of tenders. The autonomous status is given to speed up the work not for shirking from duties and accountable. It may be emphasised. * more  
Paying a lot of amount for the less quality and quantity of food served. more  
Every passenger paying money for good eatables but they eating waste food because there is no any quality & quantity checking by administration Even in super fast trains catering department selling JUST BOILED RICE (IN COVERED FOILS ) as Veg Biryani or Fride Rice, because of laps of department vigilance. more  
Decentralization decision must be welcome as each Railway zones have got different locations and problems. Local authorities can tackle it on priority basis for the betterment. Some problems are common but most of this are different. By decentralization there will be healthy competition for profits and efficiency. Hence this decision must be welcome. more
