delhi budget 2015 expectation
I would not like to draw attention towards particular problem of localised areas as it could be unaccountable. I would like to forward broad based suggestion covering all the social groups as follows-
1. There are widespread apprehension in some section of society like middle class, upper class, intellectual class and student groups that freebees and subsidy may ultimately result in contraction of planned development budget for infrastructure etc as there is massive needs for up gradation of basic infrastructure like roads, sewer, sanitation, drinking water etc and burden are much more if we include unauthorised areas as roads are choked ,parking are inadequate leading to massive jam resulting in wastage of fossil fuel,manhour,money and pollution. A 40 KM drive in city takes almost 2 hrs sometime.
Any compromise with development, infrastructure and industrialisation, realty (housing) will not be sustainable as these are highly job creating industry, where people from non skill, semi skill and skilled are employed at mass scale.
Resources are scarce so should be used economically and justified to target those people who really needs it-what’s the use of giving subsidy to those who are earning more than 50 laths/crore a year including minister.
Why can’t electricity subsidy reduced to 200 odd unit and rest as per actual rate so that it could cover the target population and encourage saving (necessity for the poor is 3 to 4 light+2 fan+1 tv+1 refrigerator) and it could be quantify per month but everybody should be charged for any kind of luxurious use to promote saving of energy.
Government should promote non hazardous industry and business and its approval and obstacle should be fast tracked and monitored round the clock including infrastructure project considering employability potential of the above. No project should be awarded unless and until all the clearance are in place at gov level itself as project cost sometimes double for want of clearance and approval including land acquisition later on.
Why not service industry could be developed in Delhi itself like software park –why our people are travelling hours in traversing to Gurgaon and Noida wasting fuel and time although the Delhi has much better infrastructure and water and electricity supply compare to Gurgaon and Noida.
2. Optimum use of existing infrastructure in school and improvement in quality of education in government school. There is notion in public that overall development of child and communication skill suffered in gov.school and what the gov could do to reduce this fear although government are spending/contributing much more than private school per teacher and even quality teacher are recruited as they come thru competitive exam. Real problem is motivation pls compare the work hour of regular/permanent and contractual teacher and their remuneration. There is unjustified mismatch.
Pls make principal of the school accountable for sanitation, water, cleanness and results of students and all the school entry gate should be covered with CCTV to monitor attendance and safety of school children.
Pls get the regular feedback from student of the school and their parents for best performing teacher and give incentive /award for recognition of his/her work.
Quality school whose performance is recognised could be allowed to have second shifting to use existing infrastructure economically instead of using large sum on new school depend upon demand in the areas.
3. Government must have digital data of every household like contact nos.aadhar nos,e- mail id,bank account etc to connect with public and to start SMS service to know whether the social welfare scheme reaching the targeted public or lost in red tape.
4. Tracking of all the child and student/unemployed to enrol in school and also to encourage left out school children to join school or training institute.
5. Initiation for training institute at all levels to make people employable (semi skilled, skilled etc.) to prevent unemployed people fall to crime sometimes and to reduce crime.
6. Internal vigilance department ,quality control and grievances monitoring of most of gov.department is not effective that is why there is so much complain and grievances and people have to come to Junta Durbar to raise their voice. Prevention is always better than cure.
7. Any welfare policy should be such that it should encourage work culture and linked to people willingness to work as gov.scheme like NREGA was inefficient in planning and monitoring in the past as a lot of resources is wasted with increased in corruption also without any fruitful contribution to nation building.
8.adequate provision of basic infrastructure & expansion of court so that pending cases of crime against women, child trafficking, murder and corruption are fast tracked in separate court with aim of disposal of cases within one year to control crime and corruption. more
