Delivery by Government : Online Police Verification for Passports Soon
Through many of our whitepapers from this circle including the extensive work done by LocalCircles with Delhi Police, we have requested the Government to eliminate human interface from passport verification process as it has been the key step where corruption occurs.
We are please to hear from the Government that Bengaluru will become the first city to have online police verification process for passports with its launch in November as part of a country-wide project that will cut down the time required for issuing the travel document from a month at present to just a week.
The Home Ministry is now working on a project under which the head of district police -- SP or DCP -- will be given access to databases of National Population Register, Aadhaar and the Crime and Criminal Tracking Network System (CCTNS) to enable online verification of identity, address and criminal record, if any, of the applicant.
This is a great step forward and as part of this circle we will continue to outline the positives as well as highlight the key gaps that exist in Government processes and systems.
While everything is not perfect, the systemic changes by the Government on centrally delivered services to reduce citizen hassles is one area where solid progress is being made by the Government.

On line verification by police ( why police alone ?- just to know whether the concerned is involved in any crime-right?) could slowly be shifted to a system of central data of the public. Each area having the police jurisdication must be supplied with the data of the residents- Name,profession,address, family size, qualification, age etc... This data shall be common for the Aadhar, Ration card etc..When these are arranged in area/ streetwise the police could upload their complaint if any in this with o fcourse proof of the action/query etc.. If this data is made available for the Government then the verification on line could be done without the involvement of police. May be the police gets information on the about to issue the passport on daily/ weekly basis . In case any serious objection arises it could be handled. Now for no reasonmore than 90% of the public undergo the verification process which is a potential corruptive activity. more
